Seeking Answers: An RTI Application Highlights Scholarship Portal Issues in Uttar Pradesh

A citizen has filed a formal Right to Information (RTI) application with the IT and Electronics Department, Uttar Pradesh, to initiate a critical inquiry into the current state of affairs surrounding government-sponsored educational assistance. Specifically, they are seeking transparency and specific details regarding persistent problems that have plagued the state’s Scholarship Portal issues and Fee Reimbursement Online System website, which many students rely on for financial aid. This inquiry not only highlights the technical glitches and user experience challenges faced by the applicants but also underscores the need for immediate attention to ensure these platforms function smoothly and efficiently.
Furthermore, the application also covers the critical process of bank account seeding with the National Payments Corporation of India (NPCI), which is a vital step for disbursing funds directly to beneficiaries. This process is designed to streamline operations and enhance transparency; however, it has been marred by complications and delays.
This, in turn, reflects ongoing scholarship portal issues that require urgent resolution, as they directly impact the timely financial support that students depend on for their education.


The Core Grievance: A Student’s Dilemma

The RTI, filed by Yogi M P Singh on December 12, 2024 (Registration No. DPTIT/R/2024/60077), specifically focuses on the case of a student, Bhoomika Singh. Moreover, the central point of contention is a status message displayed on the student’s online scholarship application: “Status not received from NPCI server.” This, in fact, mirrors common issues frequently encountered with scholarship portals. Consequently, other students might also face similar issues. Furthermore, there are various scholarship portal problems affecting their applications.

This status persists despite evidence showing that the student’s Aadhaar successfully seeded with her bank account on November 20, 2024. The applicant argues that a functional website would have allowed them to take the application printout that day, avoiding these typical scholarship portal issues.


Background: Previous Departmental Response in the matter of Scholarship Portal Issues

The current RTI follows a previous communication (Registration No. DIRSW/R/2024/60158). In that earlier response, the department stated that the scholarship portal is operated by the I.T. and Electronics Department. They claimed the website issue was reported, resolved, and is “currently running correctly.” Despite this, ongoing scholarship portal issues seem to indicate otherwise. This illustrates persistent scholarship portal issues in the system.

However, the applicant, Mr. Singh, contends that the ongoing “Status not received from NPCI server” issue on a critical date (November 22, 2024) proves the technical failure has a deeper, unresolved root cause that cannot be overlooked.
This situation not only affects Mr. Singh personally but also has the potential to impact many students who rely heavily on the scholarship portal for their educational funding.
As these students face delays and uncertainties, it underscores the pressing need for a thorough investigation into the technical infrastructure that supports such a crucial service.
The severity of this recurring problem raises concerns about the reliability and effectiveness of the scholarship process as a whole, ultimately highlighting broader scholarship portal issues once more that require immediate attention and resolution.


The Five Key Questions Posed to the Public Information Officer (PIO)

To address these concerns and seek accountability, the RTI applicant has demanded specific, point-wise information from the Public Information Officer (PIO), Akhilesh Chand Yadav, Section Officer, of the I.T. and Electronics Department.

The PIO will provide information on the following five critical points:

  1. Website Monitoring: The name and designation of the public staff responsible for monitoring the working of the Scholarship and Fee Reimbursement Online System. They are part of managing scholarship portal issues.
  2. Reason for NPCI Status: A specific reason for the persistent “Status not received from NPCI server” for a period of one month. Note that the “right to reason is the indispensable part of a sound administrative system.
  3. Action for Affected Students: The minutes of proceedings and action taken by the government for students who completed all formalities. These students were unable to print their applications due to the website and NPCI server failure.
  4. Social Welfare Monitoring Staff: The name and designation of the public personnel monitoring scholarship and fee reimbursement within the Directorate of the Social Welfare Department.
  5. Website Expenditure: The funds spent on the maintenance and update of the scholarship website. This covers the financial years 2021-22, 2022-23, 2023-24, and 2024-25.

What Happens Next?

The department has formally received the RTI application. Consequently, the Public Information Officer must now provide the requested information within the stipulated time frame. This, in turn, should illuminate the technical and administrative shortcomings that have hindered many students from successfully completing their scholarship applications, especially amid various scholarship portal issues.

This case highlights the crucial role of the Right to Information Act in ensuring governmental transparency and accountability, particularly in areas that affect citizens’ lives.
This is especially important on critical services that directly impact the education and financial aid of students, as these elements are foundational to their success and future opportunities.
