📢 RTI Application Exposes Potential Accountability Lapses in Social Welfare Scholarship System: A Call for Transparency

An RTI (Right to Information) application has been filed against the Social Welfare Directorate, Uttar Pradesh. This filing raises serious questions about the functionality and oversight of the state’s Scholarship and Fee Reimbursement Online System. The application, filed by Yogi M P Singh (Registration No. DIRSW/R/2024/60158), focuses on system failures and the lack of clarity about student applications, impacting financial aid for deserving students.

The core of the issue centers on a persistent technical hurdle that has proven to be quite challenging for all parties involved.

The applicant has provided comprehensive documentation for a student, Bhoomika Singh, which clearly shows that her Aadhaar card was successfully seeded in her bank account on November 20, 2024.
This critical step for Direct Benefit Transfer (DBT) payments was complete, ensuring that Bhoomika will receive her entitled benefits without any delays.
Seeding her Aadhaar to her bank account not only facilitates prompt financial transactions but also enhances the overall efficiency of the system aimed at delivering subsidies and support directly to beneficiaries.
By having her information accurately linked, Bhoomika can participate in various governmental schemes designed to uplift students and provide them with essential resources for their educational journey.

However, the official scholarship application status, checked on November 22, 2024, displays a concerning message:

This “Status not received” message has allegedly persisted for a month. This is despite the Aadhaar being seeded. It has been ongoing since the initial registration form print date of October 23, 2024. The RTI rightly demands a reason for this prolonged technical deadlock. It invokes the fundamental principle of the “right to reason” in administrative action.

These inquiries aim to address key issues, including the timeliness of information dissemination, the criteria used for data collection, and the measures in place to protect sensitive information, all of which are vital for fostering public trust and ensuring that the system functions as intended.
By obtaining clarity on these points, the RTI application seeks to contribute to a more accountable governance framework that serves the interests of the public effectively.

1. Website Oversight and Monitoring

The RTI requests the name and designation of the public staff responsible for monitoring the day-to-day working. They also oversee the functionality of the Scholarship and Fee Reimbursement Online System website. This seeks to find the human element responsible for system performance.

2. The Reason for Technical Failure

A direct demand is made for the reason behind the persistent “Status not received from NPCI server.” This status has persisted for one month. This aims to get a clear administrative or technical explanation for the bottleneck encountered during the RTI application.

  1. If the government is itself not serious on this issue even after repeated complaints being made by the aggrieved people then what can be done? This is a state of anarchy.

  2. Why are they running away from providing information to the information seeker is a matter of concern? More than 19 years passed since the date of implementation of The Right to Information act 2005 but it is most unfortunate Public Information officers are not providing in formation to the citizens is a matter of deep concern.
