The ‘Incomplete’ NPCI Status in Scholarship Applications: Yogi M.P. Singh’s Query, When Will This Be, Resolved?

The application process for the Post-Matric Scholarship and Fee Reimbursement scheme in Uttar Pradesh has encountered a major technical deadlock, creating significant frustration among applicants who depend on this crucial financial support.
This technical issue is primarily related to the tracking of the NPCI Status in Scholarship processes, which has proven to be unreliable and inconsistent.
Applicant Yogi M.P. Singh, who is deeply concerned about the future of his daughter’s education, has lodged a formal complaint on the government’s ‘Jansunwai’ portal (Reference No.: 40019924026933).


His grievance specifically highlights the continuous failure to receive a status update from the National Payments Corporation of India (NPCI) server, an issue that not only affects him personally but also raises alarms for countless other families awaiting similar updates.

This complaint is particularly significant as it pertains to his daughter Bhoomika Singh’s scholarship application (Registration No.: 690030502400228), which is crucial for her academic journey, and he hopes that through this process, the authorities will recognize the urgency of resolving these tracking issues so that no more students miss out on vital educational opportunities.

The Core Issue is NPCI Status in Scholarship: Delay in NPCI Verification

According to the grievance details, the system registered the student’s application on October 23, 2024. However, from November 2, 2024, to November 27, 2024, the system repeatedly displayed the status. “Status not received from NPCI server, Checked Date:-(27/11/2024 16:23:51)” This highlighted that the NPCI status in scholarship applications was incomplete.

This technical hurdle persisted until the last date for printing the application, November 27, 2024, creating significant challenges for the applicant.
This ongoing issue not only disrupted the completion of the form but also raised concerns about the overall efficacy of the scholarship verification processes.
It indicated a pervasive problem related to the NPCI status, which is crucial for ensuring that applicants meet the necessary financial eligibility criteria.
As a result, the applicant found themselves in a position where they were unable to move forward with their application, causing frustration and anxiety as they awaited a resolution to this critical matter.
The ramifications of this technical setback were substantial, potentially impacting the applicant’s future educational opportunities and financial support.


Social Welfare Officer’s Response vs. Applicant’s Contradiction

Upon receiving the complaint, the District Social Welfare Officer, Mirzapur, submitted a report on November 26, 2024 (Letter No. 2849), stating that:

  1. Official Suggestion: The applicant must visit the concerned bank branch. They need to provide the Aadhaar details. Bhoomika Singh must ensure she maps her account to NPCI.
  2. Communication Status: We have informed and advised the applicant regarding the required action.

However, Yogi M.P. Singh refuted this report by filing a new grievance (GOVUP/E/2024/0085910) on November 27, 2024, attaching crucial evidence involving NPCI status in scholarship documentation.
This evidence is pivotal in addressing the concerns raised in the initial report, as it clearly outlines the inconsistencies related to the NPCI’s role and its implications on scholarship eligibility.
Yogi M.P. Singh’s proactive approach not only demonstrates his commitment to transparency but also highlights the importance of ensuring that all stakeholders are accurately represented in matters of educational funding.
By presenting this new grievance, he aims to foster a thorough review process that prioritizes fairness and accountability in the allocation of scholarships, ultimately benefiting deserving candidates who rely on this support for their educational pursuits.


The Applicant’s Core Question

The applicant argues that the NPCI server has already confirmed the Aadhaar seeding with the bank. The confirmation is, shown by the UIDAI portal. Why does the scholarship portal consistently display the NPCI verification as ‘incomplete?

The applicant believes this indicates a technical fault on the scholarship website. He has demanded immediate action against such “corrupt practices.” There is dysfunctionality about the NPCI status in scholarship records. This issue also affects the government staff. It is not an error by the student or the bank. He also called for an inquiry into the “dysfunctional website” of the Uttar Pradesh Scholarship and Fee Reimbursement Department.


Conclusion and Next Steps

This case highlights a significant technical challenge. Thousands of students in UP face this issue. There is confirmation of Aadhaar-NPCI seeding. However, the official government portal fails to complete the verification, repeatedly affecting the NPCI status in scholarship applications. This not only wastes the student’s time but also risks depriving them of a crucial government scheme benefit.

The District Social Welfare Officer marked the first complaint (40019924026933) as ‘Disposed Of’. Yet, the applicant objected to this decision. This objection prompted the authorities to send the matter to Shri Arvind Mohan, Joint Secretary. He is a higher authority in the Uttar Pradesh government.

    Such cryptic dealings are pre-planned to deprive genuine candidates from scholarship and later to siphon public fund into their own pockets which is the integral part of corrupt dealings of the corrupt public is staff of the department of government of Uttar Pradesh.

Think about the gravity of situation, the steps which must be completed by the public staff is not being completed causing delay in completing the application process and loser is only the applicant because he could not submit the application for the scholarship. Now they will say that your application is not complete so scholarship will not be provided. The applicant will face the loss because of the fault of the public staff.

  3. It is quite obvious that the concerned staff of the department of the
    social welfare resolved the grievance but the problem of the applicant
    remains as such. I think that it is the Lacuna on the part of the website
    which could not be fixed by the concerned staff of the government.
