Overcharged and Overdue: A Mirzapur Family’s Struggle for Aadhaar Update
The Grievance: Rs. 600 Paid is, overcharged, 20+ Days Later is, overdue, Still No Update
The core of the issue is a complaint, filed with the Unique Identification Authority of India (UIDAI), which has sparked significant attention and concern among local communities.
It concerns the delayed update of two Aadhaar cards, a situation that exemplifies the phrase “Overcharged and Overdue.”
These cards belong to the children of Sadhana Tiwari, a resident of Mirzapur, Uttar Pradesh, who has found herself in a frustrating predicament as the delay has hindered her children’s access to essential services and benefits that require updated identification.
This case not only highlights the bureaucratic challenges faced by many in similar situations across the country but also raises questions about the efficiency and responsiveness of the UIDAI in handling such crucial matters affecting the lives of ordinary citizens.
According to the grievance, a total of Rs. 600 was allegedly charged by the Postal Department, Mirzapur (PIN Code 231001). This charge was for updating the Aadhaar details for her son, Jaya Prakash (Aadhaar ending in 9534). It also covered the update for her daughter, Anchal Tiwari (Aadhaar ending in 8325).
The updates requested, as per the acknowledgements, were:
- Demographic Update (Name in Hindi).
- Biometric Update (Fingerprint/Signature).
- Date of Birth update/verification using a Birth Certificate.
The enrollment /update date was November 8, 2024. The family was, allegedly assured that the update would be, completed within 15 days. Yet, when the grievance was, filed on December 3, 2024, over 20 days had passed. The status remained unchanged. This led to concerns about the “doubtful integrity” of the concerned personnel, in a scenario both overcharged and overdue.
Two Major Concerns Raised by the Complainants
The grievance submissions (UIDAI/E/2024/0015020 and UIDAI/E/2024/0015024) highlight two critical issues: the first concerns the ongoing challenges faced by individuals in accessing essential services due to inefficiencies in the system, which have created significant hurdles for users.
The second issue revolves around the lack of effective communication and support, leaving many individuals frustrated and underserved in their attempts to rectify problems related to their unique identification numbers, ultimately compromising their ability to fully participate in various socio-economic activities.
1. Excessive Charging for Aadhaar Services
The most alarming detail is the charge of Rs. 600 for two updates. UIDAI has clearly defined and regulated fees for all Aadhaar services. Any charge exceeding the prescribed limit is, considered a serious violation. The complainants have explicitly asked for the charge taken by the concerned facilitator centre of government. This suggests they were unaware of the official fee structure. They became victims of overcharging. This situation left them feeling both overcharged and overdue.
2. Unjustified Delay in Processing
Despite the passage of over 20 days, the updates were, not finished. The complainant rightly asserts that the “Right to reason is an indispensable part of a sound administrative system.” The complainant demands an explanation for the delay, which reflects the frustration of services being, continually overcharged and overdue.
The Official Response and Current Status
Both grievances were filed on December 3, 2024, and the current status is listed as ‘Under process’. This status indicates that the reviewing authority is currently evaluating the details of each grievance thoroughly. As the process unfolds, both parties involved are encouraged to remain patient and await further communications regarding any updates or required actions. The typical duration for such reviews can vary significantly, depending on the complexities involved, but all efforts will be made to ensure a timely and fair resolution.
Officer-in-Charge
The matter has been, assigned to the Regional Office, Lucknow of UIDAI. The officer concerned is:
- Name: Vipin Verma (Deputy Director)
- Contact Number: 8004913799
- Email: dd3-rolko@uidai.net.in
The grievances were, registered quickly. They were, assigned to a Deputy Director. This suggests the issue, particularly the allegation of overcharging, is being, taken seriously by the UIDAI. Despite this, the problem of services hasn’t been, resolved, remaining overcharged and overdue.
Why This Matters to Every Citizen
This incident is a critical reminder for every Aadhaar holder to be aware of the official fee structure, set by UIDAI to prevent exploitation: it is essential for individuals to familiarize themselves with the costs associated with obtaining Aadhaar-related services.
Knowing this information can help citizens avoid falling victim to scams and fraudulent schemes that take advantage of the unknowing.
As the digital landscape evolves, so do the tactics employed by those seeking to deceive innocent users, making it all the more important for each Aadhaar holder to remain vigilant and informed about their rights and the services available to them under the UIDAI’s guidelines.
Educating oneself about the proper processes and official channels ensures a safe and smooth experience when dealing with Aadhaar-related matters.
| Service | UIDAI Prescribed Maximum Fee (as of late 2024) |
| Mandatory Biometric Update for children (5-15 years) | FREE |
| Demographic Update (Name, Address, DoB, Gender, Email, Mobile) | ₹50 |
| Biometric Update (with or without Demographic update) | ₹100 |
| Aadhaar Download & Colour Print (per copy) | ₹30 |
The children’s date of birth updates were linked to a Birth Certificate. Thus, the updates fell under either a Demographic Update (₹50) or a Biometric Update (₹100). In either case, charging ₹300 per update (₹600 total) is a significant overcharge.
This Mirzapur case underscores the need for transparency in public services. It highlights the necessity for swift action against centres or operators who try to defraud citizens. They do so by charging exorbitant fees for basic government services.
The public will be watching for the resolution of this case. They will closely watch the action taken against the postal department’s enrollment center. This situation shows how overcharging can lead to services becoming overdue.
