In December 2021, the Municipal Council of Jaunpur, Uttar Pradesh, began a purchase intended to enhance public illumination and improve overall safety in the community. They ordered 900 LED street lights (60 Watts) from a firm named Maa Ganga & Sons, which had promised cost-effective solutions that would significantly reduce electricity consumption in the long run.
The deal aimed at lighting up various wards, thereby aiming to promote a safer environment for pedestrians and drivers alike. However, it quickly cast a shadow of controversy over the municipality, as various stakeholders began to question the procurement process, the transparency of the deal, and the qualifications of the selected vendor.
This surge of scrutiny raised many questions about Jaunpur’s LED Light Enquiry, prompting demands for accountability to ensure that the best interests of the citizens were being prioritised in this significant municipal investment.

The authorities spent approximately ₹56,25,000 (Fifty-six lakh twenty-five thousand rupees) on these lights. The firm charged ₹6,250 per light, including GST. Allegations soon surfaced. It was claimed that the firm procured the lights at a price significantly higher than the market rate. This indicates a massive financial scam involving crores of public money.


High-Level Intervention and a Murky Investigation

The seriousness of the allegations prompted the District Magistrate of Jaunpur to constitute a high-level, three-member enquiry committee responsible for thoroughly investigating the matter. This committee, which was formed to ensure a comprehensive examination of the situation, consisted of individuals with extensive experience and expertise in administrative oversight and legal matters. The committee members were:

  1. City Magistrate, Jaunpur
  2. Superintendent Engineer, Electricity Distribution Division-II, Jaunpur
  3. General Manager, District Industries Centre, Jaunpur

The officers took on two main tasks. They conducted a joint on-site inspection and investigated the financial irregularities within the scope of Jaunpur’s LED Light Enquiry. Authorities deemed the matter so urgent. They explicitly noted it as being covered by the “timely orders of the Honourable Chief Minister.” It demanded the highest priority. In response to this request, the Municipal Council’s response claimed to provide the investigation report along with other pertinent documents that would help shed light on the findings and decisions made during the investigation.
Furthermore, the municipality emphasised its commitment to upholding the principles of openness and the right to information for the public, reflecting the importance of civic engagement in local affairs.

However, a critical question arises from the official response: Is the investigation report a single page?

Considering the scope of the alleged scam, it involves a ₹56 lakh expenditure. There is non-verification of the light manufacturer. A high-level committee was formed under the Chief Minister’s direction. A one-page report seems utterly inadequate.

💡 A single page can’t detail the process of vendor choice and a full financial audit. It can’t give an analysis of market rates and the reasoning for vendor choice. Providing a comprehensive conclusion for an alleged multi-Crore irregularity is impossible.

The report provided raises immediate red flags if it is indeed just a single page of findings. These concerns pertain to the depth, seriousness, and completeness of the official inquiry aligned with Jaunpur’s LED Light Inquiry. The people of Jaunpur and the wider public deserve full transparency on how ₹56 lakh of public funds were spent.
A comprehensive, multi-page report is needed.
It should detail the approach, evidence, and conclusions of the high-level committee.
This is the only way to genuinely tackle this alleged scam.
It will light the path toward accountability, which is crucial for the integrity of Jaunpur’s LED Light Enquiry.
