In December 2021, the firm Maa Ganga & Sons supplied 900 Jaunpur LED Street Light units to Jaunpur Nagar Palika. The municipality intended to install these 60-watt lights in various wards. Allegations soon surfaced. People claimed that officials embezzled millions of rupees. They did this by purchasing these streetlights at a price higher than the market rate. The firm quoted the price of one light, including GST, as Rs 6,250.

Formation of the Investigation Committee

In response to these allegations, the District Magistrate of Jaunpur constituted a three-member committee to investigate the matter. The committee included SDM Sadar Himanshu Nagpal, Chief Treasurer Sunil Kumar, and Executive Engineer Electricity. Their task was to scrutinise the financial irregularities concerning the Jaunpur street light LED purchase.

Findings of the Investigation

The investigation revealed that the price of the 900 lights, including GST, was shown as Rs 56,24,999 in the tender. Further scrutiny revealed that the company which supplied the streetlights could not be verified online. This raises questions about the reliability of the lights. It also raises concerns about the legitimacy of the transaction involving Jaunpur LED Street Light units.

Public Information Officer’s Role

The Public Information Officer (PIO) in the office of the District Magistrate, Jaunpur, had a task. They needed to provide detailed information to the information seeker, Yogi M P Singh. The information requested included:

  2. A copy of the letter of nomination of the team members by the District Magistrate.
  3. The names and designations of the officers who processed the enquiry report and granted their approvals.

  5. The name and posting details of the executive officer who granted the tender.

Delays and Non-Compliance

Despite the clear directives, the PIO did not provide the requested information within the stipulated 30 days. This was required as prescribed under subsection 1 of section 7 of The Right to Information Act 2005. The concerned PIO received the RTI application, submitted on 25th August 2024, on 5th September 2024. However, two months passed without the appellant, Yogi M P Singh, receiving any information about the Jaunpur LED Street Light procurement.

Appeal and Further Actions

On 23rd October 2024, the appellant filed an appeal, and the authorities disposed of it on 29th July 2025. The Executive Officer of the municipality Jaunpur uploaded the same communication to the online RTI application. He also uploaded the information in the online RTI appeal. The appellant highlighted the PIO’s violation of the RTI Act. He requested that the Executive Officer face disciplinary action for non-compliance related to the Jaunpur LED Street Light issue.

  1. What is the cause of such corruption if public staff happy escape from the matter when enquiry be made? Undoubtedly executive officer is running away from the matter by submitting the same misleading information.

This is a matter of corruption which must be taken seriously by the public staff but it is most unfortunate that even after the direction of the government what ever enquiry was carried out they are not providing information concerning the enquiry which is showing the doubtful integrity of the concerned public staff and proving the rampant corruption in the working of the public authorities.
