The Closed Door Dilemma: Why Are Aadhaar Centres Failing Citizens in Mirzapur?

As the student navigated through the bureaucratic maze, they encountered numerous obstacles, including lengthy wait times, lack of proper documentation, and inadequate staff training.
These challenges not only delayed the issuance of Aadhaar cards but also revealed a deeper issue of mismanagement and a lack of accountability within the system. Motivated by a desire for change, the student decided to take action, advocating for a more streamlined process and raising awareness about these systemic failures in their community.
Their efforts sparked a dialogue among their peers and local leaders, igniting a movement aimed at reforming the governance structures that are meant to serve the public effectively.

The Aadhaar card is a cornerstone of digital India, an essential document for accessing public services and proving identity. A recent public grievance filed by a student in Mirzapur, Uttar Pradesh, has exposed a frustrating reality. Many designated Aadhaar Facilitation Centres are allegedly non-functional. This causes widespread inconvenience and undermines the promise of ‘Good Governance’.

The detailed grievance, filed by Beerbhadra Singh, a B.Sc. student, highlights not just a personal struggle to update his Aadhaar. It also underscores a systemic issue of closed centres and unhelpful staff. Additionally, there was an unsatisfactory official response. It merely provided a list of addresses. It did not solve the core problem of functionality.


The Grievance about Aadhaar Centres: A Cry for Accountability

Beerbhadra Singh’s complaint to the Unique Identification Authority of India (UIDAI) is more than just a plea for service. It is an appeal under Article 51 A of the Constitution of India (Fundamental Duties). This appeal concerns the promotion of excellence in all spheres of individual and collective activity.

Key Issues Raised:

  1. Non-Functional Centres: The applicant found many expected Aadhaar centres in public sector banks and post offices across Mirzapur City. Many of these centres in remote areas were closed or non-operational.
  2. Unhelpful Staff Behavior: Staff at concerned institutions allegedly provided minimal assistance. They often just redirected the applicant to another location. This location proved to be a “dead end.”
  3. Widespread Impact: The problem is not isolated, affecting many citizens, including primary school students like Shri Narayan Prasad Singh.
  4. Demand for Inquiry: The complaint explicitly requested an inquiry into the functioning of these centres. It did not merely ask for a list of authorized locations.

The Official Response: Information Over Investigation

The official action on the grievance, dated 17/10/2025, resulted in the case being marked “closed.

The reply came from the Regional Office Lucknow. It stated that several Aadhaar Seva Kendras are operational in Mirzapur District. The complainant was directed to official UIDAI and ISRO’s Bhuvan portals for lists of centers.

The Complainant’s Dissatisfaction:

Beerbhadra Singh rated the resolution as “No” and expressed strong dissatisfaction, noting:

“Instead of addressing the grievance You have provided me your working style pattern… At least it was your formal duty to make inquiry about the functioning of Aadhaar centres in Mirzapur district. Based on that information, you had to show the report on the public grievance portal of the government of India.”

The complainant correctly points out that a list of 29 centers is meaningless. This is because most of them are not actually operational. This situation turns the public’s duty to seek service into a scavenger hunt.

In a surprising turn, the official response attached a two-page report. This report was generated from the Bhuvan Aadhaar Centers Application. It provides a list of 29 authorized centres in the Mirzapur District as of October 17, 2025.

The Unanswered Question: While the UIDAI can definitively list 29 locations, the core of the grievance remains. How many of these are actually working? What mechanism is in place to ensure they stay operational?


Call to Action: Ensuring ‘Good Governance’ is Not Just a Slogan

The Mirzapur situation is a critical example. It shows how essential public services can falter at the last mile. This happens despite having a robust digital infrastructure.

The UIDAI and its registrars (Banks, Post Offices, CSC) have an obligation to the citizens. Simply listing a centre as “authorized” is insufficient; the public requires confirmation that the service is actually available.

What Needs to Happen Now:

  1. Immediate Ground-Level Audit: UIDAI should conduct a rapid, physical verification of all 29 listed centres to confirm their operational status.
  2. Publicly Available Status: The list provided on the Bhuvan portal should be updated in real time. It must show whether a centre is functional or temporarily closed.
  3. Accountability for Misconduct: Staff members who show “unhelpful and non-cooperative behavior” must face corrective action to improve public service delivery.

The citizens of Mirzapur, like Beerbhadra Singh, deserve better. Their pursuit of public services should not need them to carry out the duties of a public inquiry commission. The time for genuine Good Governance is now.
