Introduction:

Many students in Uttar Pradesh face technical hurdles while applying for the Post-Matric Scholarship (Dashmottar Chhatravritti). One common issue is the failure of NPCI (National Payments Corporation of India) verification on the online portal. This happens even when the student’s bank account is, successfully linked, or “seeded,” with their Aadhaar number. This error prevents students from being able to “Final Submit” their applications.

Today, we will analyse the case of Bhoomika Singh, a student from Mirzapur, whose father, Yogi M.P. Singh, raised this issue on the IGRS (Integrated Grievance Redressal System) portal. This case study will help us understand the problem in detail and the steps taken towards its resolution.


Grievance Summary


The Core Problem: “Status not received from NPCI server”

When Bhoomika Singh made an effort to send her online scholarship application. It stuck at the NPCI verification stage. The portal displayed the following error message:

NPCI Status (एनसीपीआई स्थिति): Status not received from NPCI server Checked Date: 10-12-2024 11:10:53

This error made it impossible for her to finalise her application, even as the submission deadline was approaching.


The Applicant’s Evidence and Argument

The student’s father, Mr. Yogi M.P. Singh, submitted clear evidence with his grievance. He wanted to prove that there was no fault on their end. The issue was purely technical. He provided two key pieces of evidence:

  1. India Post Payments Bank Status: Information from their bank account (XXXXXX6674) confirmed that Bhoomika Singh’s Aadhaar number was successfully seeded. The seeding occurred on November 20, 2024.
  2. UIDAI (Aadhaar) Website Status: The official UIDAI website confirmed that the “Aadhaar-Bank Mapping has been, done.” The status was “Active.

This evidence made it clear that the student’s Aadhaar and bank account were, correctly linked. The problem lay in the communication between the scholarship portal and the NPCI servers. The applicant questioned why the government portal was showing an error when all the evidence pointed to the contrary.


Action Taken by the Department: Response from the District Social Welfare Officer

Upon receiving the complaint, the District Social Welfare Officer of Mirzapur investigated the matter. He reviewed the applicant’s evidence. He concluded that it was a technical issue. It not resolved at the district level.

In response, the District Social Welfare Officer, Mr. Trinetra Kumar Singh, wrote an official letter.

Content of the Letter: The officer clearly stated that Bhoomika Singh’s application could not be finally submitted. The reason was a failure in NPCI verification. This occurred despite her Aadhaar being actively seeded with her India Post Payments Bank account. He requested the higher authority in Lucknow to resolve this technical problem urgently, enabling the student to submit her application.


Grievance Status: What Does “Disposed Of” (Nistarit) Mean?

The status of this grievance on the IGRS portal is shown as “Disposed Of” (Nistarit). Does this mean the student’s problem has been solved?

Not necessarily. In this context, “Disposed Of” means that the district-level officer has fulfilled his responsibility. He investigated the complaint. He took the appropriate action by forwarding the matter to the higher authority for a solution. The responsible authority in this case is the Directorate in Lucknow.

The technical team at the Social Welfare Directorate in Lucknow is now responsible for resolving the core technical issue.


Conclusion and Way Ahead

This case is a reflection of the challenges faced by thousands of students due to technical glitches on government portals. We can learn some important lessons from this incident:

  1. Collect All Your Evidence: If you face a similar issue, gather proof. Include the Aadhaar seeding status from your bank. Also, take a screenshot of the status from the UIDAI website.
  2. File a Grievance Correctly: Register a complaint on the IGRS or Jan Sunwai portal with all the supporting evidence.
  3. Understand the “Disposed Of” Status: If your grievance, marked as “disposed of” at the district level. Read the resolution report first. Make sure you go through it carefully. Make sure you go through it carefully. This report holds important details about the resolution. Check to see which higher office it has been, forwarded to.
  4. Follow Up: If necessary, contact the higher-level department mentioned in the report. Enquire about the status of your case.

Bhoomika Singh’s case demonstrates that authorities will take action when a complaint, filed with proper evidence. It is hope that the Social Welfare Directorate in Lucknow will resolve this technical fault swiftly. This will allow Bhoomika and many other students to successfully submit their scholarship applications.

    Now we have to see whether the request made by the social welfare officer
    Mirzapur to the concerned officer will abide by? Think about the gravity of
    the situation, more than two months passed but the concerned public staff
    did not resolve the issue reflecting the rule of anarchy in the public
    system. Here this question arises that if the problem will not be resolved
    by the concerned public staff then who will be accountable to face the loss?

  2. Bhumika Singh is studying in KBPG College, whose scholarship online application 690030502400228 is not getting finally submitted due to absence of NPCI mopping. The applicant has attached the Aadhaar map seeding status with the application form, in which Aadhaar seeding is showing active in Indian Post Payment Bank. Think about the gravity of situation it took more than two months in understanding the problem of the applicant to the concerned officer.
