PM-Kisan: Lack of Accountability and Transparency in PM-KISAN Application. The processing of applications by the Directorate of Agriculture in Lucknow, along with the involvement at the block, tehsil, and district levels, has exposed significant gaps in accountability and transparency. Many applicants have reported inconsistencies in the application process, leading to confusion and frustration among farmers who rely on this scheme for financial assistance. The absence of a clear communication framework and the lack of timely updates on the status of applications contribute to a sense of distrust. Additionally, the bureaucratic hurdles that applicants face at various administrative levels further complicate the situation, highlighting the urgent need for reforms to ensure that the benefits of PM-KISAN reach the intended recipients without unnecessary delays or complications.

Respected Sir,

Keshav Pratap Singh alias Tantrik K P Singh has submitted many grievances regarding the ongoing challenges he faces in obtaining the necessary approval of his PM-KISAN application, which is vital for his agricultural sustainability. His application currently remains pending at the Directorate of Agriculture, Lucknow, where he has encountered numerous bureaucratic hurdles and delays. Despite repeated efforts to escalate his concerns and communicate with relevant officials, seeking clarity and a resolution, the situation remains unchanged, leaving him in a state of uncertainty regarding the financial assistance essential for his farming activities. This lack of progress not only affects his livelihood but also raises concerns about the effectiveness of governmental support systems designed to aid farmers like him in times of need.

Grave Concerns

Initially, the Directorate of Agriculture at Lucknow has been forwarding the grievances. They consistently choose not to take direct action. They forward them to the Deputy Director of Agriculture, District Mirzapur. This practice not only delays the resolution but also reflects a lack of ownership and responsibility at the state level.

Furthermore, more than nine months have passed, yet the application is still awaiting approval. The prolonged delay clearly shows administrative apathy. It also highlights procedural inefficiency, especially within the office of the Director of Agriculture at Lucknow.

Lack of Transparency and Rule of Law

Moreover, there is no transparency or accountability in the implementation of the PM-KISAN scheme, which is a significant concern for stakeholders who expect clarity in financial disbursements. The incompetence of personnel at the Directorate has created a bureaucratic bottleneck, undermining the very purpose of the scheme, as delays and mismanagement have prevented timely assistance from reaching the intended beneficiaries. This lack of effectiveness not only frustrates farmers who rely on this support for their livelihoods but also erodes trust in government initiatives designed to improve agricultural productivity and rural welfare. Furthermore, without proper oversight and efficient processes, there is an increased risk of corruption and misuse of funds, further complicating the issue and perpetuating a cycle of inefficiency within the system.

In addition, it appears that the Director of Agriculture operates above the rule of law. Many grievances are disposed of in his name by subordinates, without any substantive action being taken. This not only violates the principles of good governance but also reflects a state of administrative anarchy.

Failure of Oversight

The situation is even more concerning as it raises questions about the effectiveness of our governing institutions. The Chief Minister’s Office is expected to ensure accountability at all levels of governance, yet it seems utterly powerless before the Director of Agriculture, a position that should ideally be subject to rigorous oversight. This failure of oversight, in light of the increasing issues within the agricultural sector, further emboldens the directorate to continue its non-compliance and negligence, creating a troubling precedent that undermines public trust and hampers development. As the challenges mount, the lack of intervention from the Chief Minister’s Office not only perpetuates the status quo but also sets the stage for potential long-term repercussions affecting farmers and the agricultural community as a whole.

Conclusion

In light of the above, it is imperative to recognize the systemic failure that has permeated various levels of oversight and administration, and take immediate corrective measures to address these critical issues before they escalate further. The applicant’s grievances, which stem from a series of unaddressed concerns and lack of responsive action, deserve a thorough examination and a timely and fair resolution that acknowledges the validity of their claims while ensuring justice is served. It is crucial that the concerned officials not only be held accountable for their inaction but also engage in transparent dialogue with the affected parties to restore trust and confidence in the processes intended to serve the community.

  1. Pm Kisan scheme of the goverment of India is not reaching to the needy because of the rampant corruption in the implementation of the scheme. Think about the gravity of situation, public functionaries procrastinate on the applications in which concerned beneficiary does not provide illegal gratification to them

  2. Prime minister Kisan Samman Nidhi is the ambitious scheme of our great prime minister Narendra damodardas Modi. Narendra damodardas Modi is the first prime minister of India who publicly declared that neither I will take the bribe nor opposition will be allowed to do so. In the state of Uttar Pradesh it is the Government of Bhartiya Janata party and in the centre there is government of our great honest prime minister Narendra damodardas Modi.

  3. From the rampant corruption and procrastination by the staff of tehsil and department of agriculture, it is obvious that the scheme launched by our great prime minister Narendra damodardas Modi is not reaching to the entitled people. More than 1 year passed but concerned are only procrastinating on the application of the Keshav Pratap Singh of the prime minister Kisan Samman Nidhi.

The economy of this largest democracy in the world is based on the agriculture and if the government is providing some assistance to the farmers then it must reach to them in transparent and accountable manner but it is not taking place in such a way. The public assistance is not reaching to the needy farmers due to rampant corruption in the government machinery and this corruption is oriented from top to bottom in the administrative hierarchy.

  5. If our prime minister is providing something to the farmers as their rights then it must reached to them and if it is not reaching it is painful. If our prime minister is still claiming to be honest then it is troublesome. It is painful that after 1 year our public staff could not provide the assistance of pm Kisan Samman Nidhi to a farmer.
