Investigations suggest that proper protocols and guidelines were not followed during the appointment process, raising serious questions about the integrity of those responsible for such decisions.
Consequently, this fraudulent appointment has raised significant concerns not only about the transparency of the municipal corporation’s functioning but also about potential ramifications for other positions within the organization.

Indradev Yadav, the complainant, alleges that Umesh Kumar Yadav obtained his position as a sanitation/safai worker and later as a Supervisor in the Prayagraj Municipal Corporation by using forged documents, indicating his involvement in a fraudulent appointment process.

This individual currently holds the supervisor post; consequently, their working area spans from Milan Chauraha to Chhatnag Ghat.

A Pattern of Administrative Procrastination in matter of Fraudulent Appointment

The concerned public authority’s apparent inaction and delay, consequently, compound the gravity of the situation, leading to a deepening sense of frustration and mistrust among the community members who had hoped for timely intervention.
Furthermore, the Office of the Nagar Ayukt (Municipal Commissioner) appears to be ignoring allegations that claim this appointment is fraudulent, raising serious questions about the integrity of the decision-making process and the accountability of those in power.

Delayed Grievance Redressal

The officials have allegedly stalled multiple formal grievances submitted through the official government portal, creating a backlog of unresolved issues that has left many citizens feeling frustrated and powerless.
This delay in addressing the concerns of the public not only undermines the trust in governmental processes but also raises questions about accountability and transparency within the system.
While numerous individuals have diligently followed the proper channels to voice their complaints, the lack of timely responses adds to the growing discontent among constituents who expect timely resolutions to their issues.

• Grievance Number GOVUP/E/2024/0076014: On October 23, 2024, I filed this grievance concerning deep irregularity and corruption. Furthermore, I continue to challenge this fraudulent appointment. However, as of mid-December 2024, I allege that the Nagar Ayukt’s office has been procrastinating for nearly two months.
• Grievance Number GOVUP/E/2024/0090940: Consequently, the Uttar Pradesh Chief Minister Secretariat received this newer registration, dated December 12, 2024. Moreover, Shri Arvind Mohan (Joint Secretary) is the concerned officer.

Failure to Provide Information Under RTI

Beyond the delayed grievance process, the Prayagraj Municipal Corporation is also facing scrutiny from the Uttar Pradesh State Information Commission.

The Nagar Ayukt’s office allegedly fails to redress grievances and provide essential information under the Right to Information (RTI) Act, 2005. Furthermore, the complainant refers to a notice from the State Information Commission that schedules a hearing for December 27, 2024. This hearing, consequently, addresses the lack of disclosure regarding the allegedly fraudulent appointment.

Crucial Questions for the Nagar Nigam

The complainant is urgently seeking to establish accountability in the matter at hand, emphasizing the critical nature of transparency within the public service. They request the Name and Designation of the public staff who were responsible for verifying the records submitted by Umesh Kumar Yadav during his appointment process.

The authorities in Lucknow and the Information Commission must ensure that they do not sweep the matter concerning the fraudulent appointment under the rug; consequently, the people of Prayagraj deserve a transparent and corruption-free local government. Therefore, they must shift their focus now.
