A Citizen’s Grievance: Allegations of Forged Documents and Corruption in Prayagraj Municipal Corporation Recruitment

Mr. Indradev Yadav has filed a series of public grievances alleging serious irregularities and corruption within the Municipal Corporation of Prayagraj, Uttar Pradesh, calling for transparency and accountability in local governance.
The complaint centers on the controversial appointment of Mr. Umesh Kumar Yadav, who allegedly secured his position using forged documents, raising concerns about the integrity of the hiring process and the implications of such fraudulent actions on public trust.
The complainant expresses deep frustration with the authorities’ handling of the case, citing arbitrary closures and a failure to conduct a proper investigation, which not only undermines the seriousness of the allegations but also deprives citizens of justice and the confidence they should place in public institutions.
Furthermore, Mr. Yadav’s grievances reflect a broader discontent among residents regarding pervasive corruption within municipal operations, prompting calls for systemic reforms to address these entrenched issues and restore faith in their local government.

The Core Allegation

Indradev Yadav alleges that Mr. Umesh Kumar Yadav secured his appointment as a Sanitation Worker, and later his promotion to Supervisor within the Prayagraj Municipal Corporation, through fraudulent means, which points to potential corruption.
In particular, Yadav claims that the process was riddled with irregularities, including the manipulation of hiring criteria, the falsification of qualifications, and the use of undue influence to bypass standard recruitment protocols.
These serious allegations not only raise questions about the integrity of the selection process but also highlight a larger systemic issue within the corporation that undermines public trust.
If proven true, such actions could have significant implications for accountability and governance in the community, prompting calls for a thorough investigation into the hiring practices and overall management of the Prayagraj Municipal Corporation.

Details of the Employee Under Scrutiny:

  • Name: Umesh Kumar Yadav
  • Father’s Name: Late Lal Bahadur
  • Home Address: Chilh, Police Station Chilh, District Mirzapur
  • Current Prayagraj Address: Near New Scholar Academy, Chhatnag Road, Jhunsi, Prayagraj, Uttar Pradesh, 211019
  • Work Area: Supervisor for the section from Milan Chauraha to Chhatnag Ghat
  • Mobile Number: 7985254986

The complainant insists that a thorough verification of the documents submitted by Umesh Kumar Yadav during his initial recruitment would reveal the alleged fraud and corruption in the recruitment process.

History of Grievances and Official Response

Mr. Yadav has filed multiple grievances on the public grievance portal, highlighting a troubling pattern of inaction and consistently unsatisfactory responses from the concerned department.
He believes that this trend is not an isolated incident but rather a reflection of deeper systemic corruption that undermines the integrity of public services.
Despite his repeated attempts to seek resolution and transparency, the lack of follow-through from officials has left him frustrated and questioning the efficacy of the grievance mechanism itself, which was designed to serve the citizens.
Mr. Yadav’s experiences underscore a growing sense of disillusionment among the public, who feel their voices are being dismissed and their concerns overlooked, raising serious doubts about the accountability of those in power to address the issues that plague their community.

Previous Grievance: GOVUP/E/2024/0090940

On 12th December 2024, the complainant filed a grievance that detailed the allegations of corruption and mismanagement, presenting a comprehensive account of the issues faced by residents due to the improper installation of smart meters.
The grievance outlined not only the financial discrepancies involved but also highlighted the potential risks to public safety and trust in local governance.
As local media picked up the story, community members began to voice their concerns, further complicating the narrative surrounding the installation project.
After remaining active for over a month, during which several investigations were conducted and public opinions were gathered, the authorities closed the case with the following remarks, stating that while some concerns were noted, they deemed the overall process to be compliant with the regulatory standards set forth.

  • Status: Case closed
  • Date of Action: 18/12/2024
  • Official Remarks by Dr. Mahesh Kumar (City Health Officer): “The complainant failed to provide any witnesses or supportive evidence. Due to this lack of evidence, the allegations seem baseless. Once evidence is available, we will take action against the staff.”

Complainant’s Rebuttal and Key Questions

Mr. Yadav strongly refutes the reason for the closure, stating it is a dereliction of duty by the investigating officer. He raises the following critical points:

  1. Burden of Proof: The complainant argues that the investigating officer never contacted him to request evidence or documents. He states it is the “obligatory duty of an inquiry officer to collect the evidence” rather than placing the entire onus on the complainant.
  2. Internal Verification: He questions whether the investigating officer verified the documents that Umesh Kumar Yadav had originally submitted to the Municipal Corporation for his recruitment.
  3. Transparency: Mr. Yadav requests the department to name the official who originally verified the recruitment documents and to provide details of which specific documents they checked. This lack of transparency gives room for corruption to thrive.

Latest Grievance: GOVUP/E/2024/0092921

In response to the closure of his previous complaint, Mr. Yadav filed a new grievance on 18th December 2024. This grievance serves as an appeal against the earlier resolution, in which he argues that the findings were “arbitrary and inconsistent.
In his detailed statement, he elaborates on the points of concern, emphasizing his belief that critical evidence was overlooked and that the initial investigation failed to address fundamental aspects of the allegations.
Furthermore, he reiterates the demand for a thorough and unbiased investigation to tackle the alleged corruption, underscoring the importance of transparency and accountability in the matter, as well as the impact this situation has had on his community, which deserves justice and a fair resolution to the troubling issues at hand.

The complainant also mentions a related issue regarding a Right to Information (RTI) application. He states that the Nagar Ayukt of Prayagraj has failed to provide information under the RTI Act, 2005, which is intended to encourage transparency and empower citizens by allowing them to seek information from public authorities.
This failure not only hinders the complainant’s right to obtain critical information but also raises serious concerns about the effectiveness of the mechanisms in place designed to uphold the principles of governance.
As a result of this negligence, a hearing notice has been issued by the Uttar Pradesh State Information Commission, scheduled for 27th December 2024, which serves as a formal acknowledgment of the issues raised and the ongoing struggle for transparency and accountability in the fight against corruption in this matter.
This situation underscores the need for urgent reforms to ensure that public officials are held accountable for their actions and that citizens are granted unfettered access to information that is essential for enhancing democratic governance and public trust.

If there is serious allegation of corruption like recruitment on the basis of forged documents then it is obligatory duty of the public authority that they may check the documents submitted by the staff of the municipal corporation Prayagraj again but it was not done by them but they are skipping from the matter which is indicating something is wrong in the process of recruitment done by them.

There is 100% tolerance of the yogi government against corruption which is the root cause no action is being taken against the corruption in the regime of Yogi Adityanath. Our prime minister itself promotes preventive action against corruption instead of punitive action which is the root cause no one is frightened in committing act of corruption because no printing action will be taken against him.
