The National Health Mission (NHM), Uttar Pradesh, has drawn significant public grievances due to a prolonged delay in the recruitment process, particularly affecting the UP NHM 17000 waiting list.
Public allegations claim a lack of transparency concerning the management of over 17,000 contractual vacancies, which include positions such as ANM, Staff Nurse, Lab Technician, and Pharmacist Allopathic.
The NHM has failed to release the official waiting list, which should include names from the UP NHM 17000 waiting list.
This failure persists despite repeated inquiries, and high-level communications have confirmed its process.

The Heart of the Matter is UP NHM 17000 waiting list: The Missing Waiting List

The core of the complaint, filed by Yogi M. P. Singh, revolves around the delayed action on vacancies that were expected to be filled from a waiting list.
These delays have created significant concern among the candidates who have been anxiously awaiting an opportunity to secure a position in this highly competitive recruitment process.
The original recruitment drive was notified on November 26, 2022 (Ref. No: 642/SPMU/NHM/2022-23/6200), which involved the UP NHM 17000 waiting list.
This waiting list was established to ensure that qualified individuals could fill critical roles within the healthcare sector, aimed at enhancing public health services across the region.
However, the lack of timely action on these vacancies has not only left many candidates in uncertainty but has also raised questions about the overall efficiency of the recruitment process and the commitment to addressing staffing needs in a timely manner.

The applicant points to a crucial communication from the General Manager (Human Resources), SPMU, NHM UP, Lucknow, dated April 16, 2024, which states:

“Waiting list for 17000 plus contractual vacancies can be issued... after approval from the competent level.”

This reply was made in response to an RTI/Jansunwai query. It confirms the existence and pending status of the UP NHM 17000 waiting list. Nevertheless, it provides no timeline for its release.

Key Questions Demanding Immediate Action

The formal grievance, initially raised through the Central Government and forwarded to the Uttar Pradesh government on November 13, 2024, poses a series of pointed questions that seek to restore accountability and clarity: these inquiries delve into the specific actions taken by various authorities, urging a detailed examination of adherence to administrative protocols and the socio-economic impacts of the decisions made.
Furthermore, it emphasizes the need for transparency in processes that directly affect the citizenry, insisting that responses should not only address the immediate concerns but also pave the way for long-term solutions that prioritize the welfare of the community and ensure that similar issues are prevented in the future.
The questions encapsulate the community’s demands for justice and a clear path forward, aiming to foster trust in governmental operations and reaffirm the promise of democracy in action.

  • Why the Delay? What are the definitive reasons for the non-release of the waiting list even after a year and multiple representations?
  • Vacant Seat Details: A demand for precise, program-wise and category-wise details of all remaining vacant seats.
  • Competent Authority: Who constitutes the “competent level” authority responsible for the final approval of the waiting list? What is the specific mechanism for this approval?
  • Accountability for Delays: Which employees or officers are currently working on the waiting list process? Why is it taking so long to move from “under process” to “released”?
  • High Court Compliance: What specific action has been taken by the NHM, UP? Have they complied with any writ order or directions issued by the Allahabad High Court regarding the recruitment? What about the UP NHM 17000 waiting list?

Allegations of Irregularities and Backdoor Entries

The grievance also raises deeper concerns about the integrity of the recruitment process. It claims that transparency is lacking and warns of “deep-rooted irregularities” that undermine trust in the system.
Furthermore, it draws attention to the various stakeholders who may be adversely affected by these issues, including potential candidates who are justly qualified but may be overlooked.
It specifically highlights the risk that such vacancies might be filled through a “back door” due to the inordinate delay, which not only compromises the fairness of hiring practices but also causes disillusionment among those who actively engage in the application process.
The implications of these concerns resonate beyond mere administrative failures; they potentially jeopardize the overall efficacy and ethical standards of the organization, leading to an environment where accountability takes a backseat.

Furthermore, the complainant highlights that the selection process allows candidates to choose for more than one program/stream. The candidates should select their best choice, enabling the UP NHM 17000 waiting list to fill seats quickly.

Public Call for Transparency and Fair Play

The complaint, now officially forwarded to Shri Arvind Mohan, Joint Secretary, Chief Minister Secretariat, Uttar Pradesh, marks a critical juncture in the journey of the aspirational candidates who have worked tirelessly to achieve their goal of securing crucial health roles within the state.
These candidates, driven by a strong commitment to public service and a deep desire to contribute to the welfare of their communities, have successfully cleared the preliminary candidate test process, showcasing their knowledge and skills in the field.
They are now placed on the UP NHM 17000 waiting list, eagerly awaiting their turn for placement.
However, the prolonged uncertainty surrounding their future has led them to seek justice and a clear, time-bound resolution that acknowledges their hard work and dedication.
It is essential that their voices are heard and that necessary actions are taken to expedite the recruitment process, allowing them to fulfill their aspirations and serve the public effectively.

The government’s response to this high-profile grievance will be a test of its commitment to transparency. It will also test the constitutional principles of fair public employment. This is especially true in filling crucial health sector positions across the state. The public awaits the names, designations, and clear justification from the “competent level” authority.
