The Importance of Your Registration ID in RTI Applications cannot be overlooked. When filing an online Right to Information (RTI) application in India, the platform generates a unique registration number that serves as an essential identifier throughout the process. This unique number not only applies to general RTI queries but is particularly important for specific applications directed at various authorities under the Uttar Pradesh government, such as the Mirzapur Police.
This occurs upon successful submission and payment, ensuring that each application is distinctly tracked within the system. After payment, the applicant usually receives this number via SMS and/or email, providing a convenient way to keep records of their application.
The Registration ID in RTI is crucial for tracking the application status, allowing applicants to know the progress and any updates related to their request. Additionally, it is essential for filing a first appeal in case the information provided is unsatisfactory or incomplete. Having this ID readily available can improve the efficiency of communication with the authorities, thus reinforcing its importance in the overall RTI process.

Unmasking the Mystery over not mentioning Registration ID in RTI communications: An RTI Seeker’s Quest for Clarity in Mirzapur

The Right to Information (RTI) Act of 2005 empowers citizens to ensure transparency and accountability in governance. However, applicants do not always find the path to obtaining information smooth, often encountering various administrative obstacles that can be frustrating and disheartening.
A recent RTI application filed with the Superintendent of Police Office, Mirzapur highlights a peculiar administrative hurdle: the omission of RTI registration numbers in official correspondence confuses the applicant and complicates the process of retrieving information. This omission has prompted them to demand an explanation, as a Registration ID is crucial in RTI processes, enabling the tracking and verification of requests, ensuring that citizens can follow up on their inquiries efficiently.
Such administrative oversights not only undermine the fundamental intent of the RTI Act but also serve to discourage citizens from exercising their rights to seek information, thereby affecting overall public trust in institutions. Therefore, it is essential to address these procedural lapses promptly to uphold the integrity of the RTI framework and foster a more informed citizenry.

The Application at a Glance to find out Registration ID in RTI communications of Mirzapur police.

Filed on November 29, 2024, by Yogi M P Singh of Mirzapur, the RTI application ($text{Registration No.: SPMZR/R/2024/60222}$) addresses a fundamental issue of administrative due process that has been increasingly scrutinized in recent years.
The applicant routinely uses the Uttar Pradesh government’s RTI portal to seek information that is crucial for fostering transparency and accountability within public offices.
They emphasize that the unique registration number is not merely a formality; it is the identity of any application, serving as a vital reference point.
This number is central to all communication in any RTI process, as it facilitates tracking and ensures that applicants can reliably check for their Registration ID in RTI-related queries.
Moreover, the increasing reliance on such digital platforms underscores the necessity for a streamlined process that effectively addresses the concerns of citizens while also ensuring timely responses from governmental bodies.
The applicant hopes that this RTI inquiry will illuminate any inconsistencies in the system, thus promoting a more just and transparent administrative framework.

The Public Information Officer (PIO), Om Prakash Singh (ASP Operation) directs the application.

The Core Information Sought

Mr. Singh’s application focuses on two distinct communications received from the Circle Officer, Lalganj, District Mirzapur, regarding information previously provided.
In both cases, the official letters refer to an internal number (e.g., पत्र संख्या-ज0सू0अ0-92/2024) and a specific date, which are important for tracking the correspondence and understanding the context of the information shared.
However, crucially, they fail to mention the corresponding RTI registration ID from the online portal, which is vital for Mr. Singh to establish a clear and traceable link to his information request.
This absence raises concerns about the transparency and accountability of the communication process, as it hinders the ability to effectively reference previous inquiries made under the Right to Information (RTI) framework.
Without this identification number, there may be significant complications in accessing the information Mr. Singh seeks, thereby undermining the fundamental purpose of the RTI Act, which is aimed at promoting informed citizenry and encouraging governmental transparency.

The applicant structures the request into three clear points:

  1. The Reason for Omission: There is a demand for the specific reason. Why did the PIO fail to mention the RTI application registration ID in the information provided? The applicant views this omission as a deliberate attempt to “confuse the information seeker through this cryptic and mysterious dealings.” It violates the “right to reason,” which is an “indispensable part of the sound administrative system,” which often revolves around clarity of Registration ID in RTI records.
  2. Identifying the First Application: The applicant requests the PIO to provide the RTI registration ID. This ID linked to the Circle Officer’s communication: कार्यालय क्षेत्राधिकारी लालगंज, जनपद मीरजापुर। पत्र संख्या-ज0सू0अ0-92/2024, दिनांक- नवम्बर, 18,2024.
  3. Identifying the Second Application: The Circle Officer needs a similar request for the RTI registration ID linked to the second letter: कार्यालय क्षेत्राधिकारी लालगंज, जनपद मीरजापुर। पत्र संख्या-ज0सू0अ0-651/2024, दिनांक- नवम्बर, 22,2024.

The Significance of a Registration ID

This application goes beyond a simple request for information; it is a stand for procedural transparency. The RTI registration number serves multiple vital functions:

  • Tracking and Accountability: It allows the applicant to track the progress of their request easily. The registration ID is also key to view the history on the public portal.
  • Preventing Confusion: It prevents the seeker from confusing one application with another. It also helps the Public Authority avoid confusion. This is especially important when multiple requests are pending and a clear reference with Registration ID is needed in RTI requests to prevent issues.
  • Administrative Record: It forms a clear, auditable trail linking the first inquiry to all subsequent official responses and actions.

Mr. Singh highlights that the failure to use this identifier effectively breaks the chain of communication established by the online system. This undermines the efficiency and transparency that the RTI portal was designed to ensure by associating each application with its unique Registration ID in the RTI framework.

A Test of the ‘Right to Reason’

The applicant’s use of the term “Right to reason” powerfully appeals to administrative law principles. Essentially, it asserts that any official action must have a rational justification. This includes how officials provide information. By demanding the reason for the omission, Mr. Singh challenges administrative opacity and calls for adherence to logical and standardised procedures in public service related to Registration ID in RTI contexts.

The PIO must now tackle these three points within the stipulated 30 days as per Section 7(1) of the RTI Act, 2005. This timeline places considerable pressure on the department to ensure that all relevant information is gathered and presented comprehensively.
This case will significantly test the commitment of the Superintendent of Police Office, Mirzapur, as it assesses their dedication to procedural clarity and the spirit of the RTI Act. Upholding these principles not only reflects on their professional integrity but also reinforces public trust in the institution.
It is crucial to include references to the Registration ID in all communications to fulfil this requirement, as this will facilitate a more organized and transparent process, allowing for efficient tracking and response to the queries raised.
Such diligence is imperative for fostering an environment where accountability and openness are prioritized in public service.

Please provide the reason to confuse the information seeker through these cryptic and mysterious dealings. It is most unfortunate that Mirzapur police is not mentioning the registration number of the online RTI applications during the communications with the information seekers which is illegal and such practices are part of unlawful dealings.
