  1. Grievance to the Central Government (DHLTH/E/2025/0000615): This complaint was directed to the Ministry of Health & Family Welfare. It is the parent ministry of the NHM. It directly targets Shri Harsh Mangla, the Director of NHM-1, and is currently “Under process.” The complainant raises the issue at the central level. They seek to involve a higher authority with supervisory power over the state-level official. Their aim is to compel action from above. This is an effort to bypass an unresponsive state-level bureaucracy by appealing to a higher-ranking official.
  2. Grievance to the State Government (GOVUP/E/2025/0002832): Concurrently, a second grievance was filed with the Uttar Pradesh government. It has been forwarded to the Chief Minister’s Secretariat. This complaint, addressed to Joint Secretary Shri Arvind Mohan, is a direct appeal to the state’s highest administrative office. This move is significant.
