The police have similarly neglected a crucial civil court order in Mirzapur, which is particularly alarming given the legal implications that such disregard carries for maintaining order and justice in the community.
Most surprising is the disturbing revelation that Lekhpal has closed the grievances filed by concerned citizens, effectively silencing voices that seek redress and protection of their rights.
This pattern of negligence not only undermines public trust in local governance but also poses a threat to the rule of law and the fundamental principles of democracy.
It is imperative for the authorities to address these issues promptly and ensure that the grievances of the citizens are met with the seriousness they deserve.

Urgent Appeal: Mirzapur Grievances Arbitrarily Closed—High-Level Inquiry Demanded into Land Sale and Police Misconduct

Grievance Status for registration number: GOVUP/E/2025/0114583

This post summarizes an urgent appeal filed by Ashok Kumar Maurya of Mirzapur. Furthermore, it highlights the alleged arbitrary closure of two serious grievances. Specifically, these grievances concern illegal government land sales and police disobedience of a Civil Court order. Additionally, the core of the appeal is that subordinate officials have submitted misleading reports. In fact, these reports are irrelevant and aim to prematurely close the cases on the Jansunwai Portal.


1. The Core Complaint: Official Misconduct and Arbitrary Closures

Ashok Kumar Maurya resides in Village Bihasara Khurd, Post Bihasara, District Mirzapur. He asserts, therefore, that reports closed two critical online grievances. Moreover, complainant Ashok argues that this has, consequently, prevented genuine investigations into serious matters of systemic corruption and official misconduct. Furthermore, he claims that these reports either mislead intentionally or are, in fact, completely irrelevant to the issues he raised.


2. Arbitrary Closure of Land Grievance (GOVUP/E/2025/0097027)

The Issue: Illegal Government Land Sale

The original grievance concerned a grave issue. There was manipulation of revenue records. This included specifically Araji Numbers 175, 183, 191, and subsequently 164 K/Kh/A. There was also an illegal sale of Government Land to influential private individuals by staff of Tehsil Sadar.

The Objectionable Closure

The concerned Lekhpal allegedly submitted a “Reply Document” (आख्या), which led to the case closed on 15/09/2025.

Lekhpal’s Misleading Claim and Refutation

  • Reported Claim: The Lekhpal allegedly claimed that, ultimately, the applicant merely “wants to include his name in the sold public land.” Therefore, it appears that there may be some concern regarding the legitimacy of this claim.
  • Strong Refutation: Mr. Maurya strongly refutes this. Specifically, he states that his complaint explicitly seeks the restoration of government land. Furthermore, it calls for the filing of a plaint under Section 32/38 of the UP Revenue Code, 2006. Additionally, he demands strict action against the corrupt Tehsil Sadar staff and “land mafias.” Importantly, he emphasizes that his aim is to protect public property, not to gain personal benefit. Moreover, he views this report as evidence of collusion within the Tehsil Sadar staff.

3. Absurd Closure of Police Grievance (GOVUP/E/2025/0096028)

The Issue: Police Disobedience of Court Order

The Hon’ble Chief Minister’s Office received this complaint. It concerns the wilful disobedience of a Civil Court Status Quo Order by the Jigna Police Station. Additionally, the Senior Superintendent of Police (SSP), Mirzapur, submitted inconsistent and misleading reports.

The Administrative Absurdity

The applicant suspects that the authorities closed the case on 15/09/2025. They believe this decision was based on the same irrelevant Lekhpal report. It might also be based on another arbitrary submission.

  • Question of Jurisdiction: Mr. Maurya highlights the administrative absurdity; consequently, a Lekhpal’s authority only covers land records. They, therefore, exercise no jurisdiction over police conduct or judicial non-compliance. Moreover, closing a grievance regarding the SSP and police misconduct based on a Lekhpal’s revenue report demonstrates a clear failure. In fact, this action shows a lack of consideration for the seriousness of the issue.

4. Immediate and Transparent Action Requested

Mr. Maurya urges the District Magistrate of Mirzapur to intervene immediately to uphold the rule of law. Shri Arvind Mohan (Joint Secretary) at the Chief Minister Secretariat in Uttar Pradesh has received the forwarded grievance.

The applicant requests the following three actions:

A. Stop Arbitrary Reporting

A strict directive must be issued to all subordinates (Lekhpal and Tehsil staff). They need to stop submitting misleading, irrelevant, or non-factual reports on the Jansunwai Portal. Ensure that the designated authority for the complaint (e.g., SSP for police matters, Chief Revenue Officer for land matters) submits an appropriate and detailed report.

B. Committee for Land Inquiry

Immediately constitute an independent, high-level inquiry committee—excluding the current Tehsil Sadar staff—to conduct a transparent investigation into the manipulation and illegal sale of government land (Araji No. 164K & 164 Kh).

C. Action on Court Order Violation

Direct the appropriate senior police or administrative authority to submit a comprehensive report on Grievance GOVUP/E/2025/0096028. The report should address the police’s failure to maintain the court-ordered status quo. It should also discuss the submission of misleading reports by the SSP’s office.
