Seeking Justice: A Daily Wage Worker’s Struggle in Uttar Pradesh’s Forest Department

Introduction

In a country where administrative transparency and justice are cornerstones of governance, the case of Mr. Satyendra Singh—a daily wage worker in the Forest Department of Uttar Pradesh—highlights the urgent need for accountability and reform within the labor framework. His ongoing struggle, emblematic of the Daily Wage Worker’s plight, is underscored in the grievance submitted to the Prime Minister’s Office, which not only emphasizes his personal challenges but also the broader implications for countless other workers facing similar adversities.
This case serves to illuminate the systemic issues affecting front line workers, who are often caught in a web of bureaucratic inefficiency and disregard. These individuals are essential to maintaining environmental integrity yet are frequently denied fair compensation, job security, and basic rights.
It is crucial to recognize their contributions and ensure that their voices are heard, as they play a significant role in supporting the nation’s resources and welfare. To address these pressing issues, comprehensive reform is imperative to foster equitable treatment, improve working conditions, and enhance the overall welfare of daily wage earners across the country.

Background of the Grievance

On 21st January 2025, a formal grievance was registered under number PMOPG/E/2025/0009615 by Yogi M. P. Singh on behalf of Mr. Satyendra Singh, a dedicated resident of Basdila, Maharajganj, Uttar Pradesh, who has been serving the local community for many years.
Mr. Singh works as a Dainik Dakia in the Baki Range of Gorakhpur Division, Forest Department, where he plays an essential role in delivering important communications and information related to forestry activities.
His commitment to his job has been unwavering, and he is well-regarded not only by his colleagues but also by the villagers who rely on his services to stay informed about environmental initiatives and forest conservation efforts in the region.
The grievance he filed, therefore, is reflective of ongoing concerns that have arisen within the community and highlights the necessity for attention to be given to the issues he and his fellow workers face daily.

Despite his dedicated service, Mr. Singh has been facing administrative neglect and personal vendetta from the local ranger, Mr. Jagdamba Pathak, who has allegedly overstayed his posting in violation of the state’s transfer policy.

Efforts to Seek Redressal

During a visit by Forest Minister Mr. Arun Kumar Saxena to Gorakhpur, Mr. Singh personally approached him to explain his plight regarding the ongoing issues he faced in the region related to environmental concerns and land usage.
He shared his experiences and the challenges that local communities were encountering, hoping to gain the Minister’s support.
The Minister, showing understanding and concern, advised him to send a detailed representation to his office that outlined his concerns comprehensively.
Accordingly, Mr. Singh dispatched a comprehensive representation via Speed Post (EU127613680IN) on 17th January 2025, ensuring that he included all the necessary documents and evidence to support his claims.
It was received at Lucknow GPO on 21st January 2025, marking the start of a formal process to address the issues he had raised, which he hoped would lead to positive changes for his community and the environment.

The representation included:

  • A formal letter to the Forest Minister.
  • Salary payment records addressed to the Divisional Forest Officer, Gorakhpur.
  • A communication from the Deputy Labour Commissioner, Gorakhpur.
  • Bank account statements from 2018 to 2023 showing irregularities in payments.

Key Issues Raised

A deputy ranger is on the work charge of Ranger for more than four years in the Baki range of Gorakhpur Division, a situation that raises serious questions about the integrity and effectiveness of the selection processes within the Department of Forest.
This prolonged and unjustified tenure not only undermines the authority of the ranger position but also highlights a blatant disregard for established protocols designed to ensure that qualified individuals are appointed based on merit.
Such act of the Department of Forest is the mockery of the law, reflecting a failure to uphold the principles of fairness and justice that should govern public service.
A deputy ranger is enjoying privileges of a ranger for more than four years while many who are entitled for the post of ranger are waiting for their posting in the department, often left in limbo despite their qualifications and dedication.
This discrepancy not only demotivates deserving candidates but also tarnishes the reputation of the department, as it continues to operate without addressing these critical issues affecting its workforce and the community it serves.

  1. Non-Regularization: Despite ongoing regularization of daily wage staff in the division, they are ignoring Mr. Singh’s case.
  2. Administrative Arbitrariness: Ranger Jagdamba Pathak’s prolonged posting in the Baki Range violates transfer norms.
  3. Neglect of Official Communication: Officials did not take action on the representation sent to the Forest Minister.
  4. Violation of Labour Rights: The Deputy Labour Commissioner’s letter indicates non-compliance with labour laws.

Conclusion

This case is a stark reminder of the ongoing struggles faced by daily wage workers. These individuals are not only battling against economic hardships but are also facing significant challenges in accessing justice and fair treatment within a system that often overlooks their plight.
The obstacles they encounter range from complicated legal processes to a lack of awareness about their rights, making it imperative that we address these issues comprehensively.
Furthermore, this situation highlights the critical importance of administrative accountability in ensuring that the voices of the marginalized are heard and respected.
Grievance redressal mechanisms play a crucial role in upholding the rights of citizens; they serve as essential tools that empower individuals to seek justice, thereby helping to foster a more equitable society.
It is vital that these mechanisms are accessible, efficient, and transparent to truly meet the needs of the community and protect against abuses of power.

The grievance moves through official channels. One hopes that the concerned authorities will take swift and lawful action to guarantee justice for Mr. Satyendra Singh.

  1. Think about the deep rooted corruption in the working of the department of forest in the home district of our chief minister Yogi Adityanath. The applicant made the complaint of lack of transparency and accountability in regularising the daily wage staff by the concerned accountable staff working in the range and no one paying heed to the grievances of the applicant. Whether such working represents the honesty in the Government of Uttar Pradesh as claimed by our chief minister Yogi Adityanath.

Think about the gravity of situation, this ranger of the department of forest is posted at this place for more than 4 years while in transfer policy it has been category mentioned that class one and class 2 employees will remain at the same place only maximum 3 years which means this personnel of the department of forest exceeded the maximum limit and moreover he is not ranger but provided the charge of Ranger. Most surprising thing is that department is saying that no Ranger is available which is the root cause charge has been given to this Ranger more than 4 years.
