  • Conducted both the written and practical examinations for the Second Semester.
  • Initiated the admission process for the Third Semester.

This situation means students are being asked to progress into the next academic year without knowing their foundational academic standing from the very first semester. Their entire academic progression is currently based on an assumption, not a verified result.


📍 The Root Cause: A Breakdown in Accountability

According to information cited in the grievance, the official reason provided for the delay by Prof. Anand K. Tyagi is the non-submission of practical marks by the concerned college.

However, the parent, Yogi M. P. Singh, rightly points out that this explanation merely shifts blame and does not absolve the central university administration. The lapse directly implicates the functioning of the Controller of Examinations and the Registrar of MGKVP University.

The roles of these senior officials are to ensure administrative efficiency and transparency, including the timely coordination and collection of all required marks for result processing. A failure to enforce submission deadlines and declare results months after the conclusion of exams suggests a serious breakdown in the administrative chain of command.

  3. Institutional Accountability: Mandate accountability from the Controller of Examinations and Registrar for the prolonged administrative delay.

The grievance has been officially received and forwarded to Shri Arvind Mohan (Joint Secretary) within the Uttar Pradesh administration.

Respected Sir,

I am writing this application with utmost respect. It concerns my daughter, Bhoomika Singh, D/O Mahesh Pratap Singh. She is a student of B.Sc. Second Year at Mahatma Gandhi Kashi Vidyapith University, Varanasi. This appeal is made under Article 51A of the Constitution of India. Obviously, It invokes the fundamental duty to uphold the dignity of education. It also ensures accountability in public institutions.

Despite the completion of all written and practical examinations for the B.Sc. First Semester, the results have not yet been declared. According to Prof. Anand K. Tyagi, the delay is due to the non-submission of practical marks by the concerned college. Hence, This lapse directly implicates the functioning of the Controller of Examinations and the Registrar of MGKVP University. It raises serious questions about administrative efficiency and transparency.

My daughter, Bhoomika Singh (Roll No. 40525870057), appeared in the following examinations:

  • Chemistry – 22nd February 2025
  • Botany – 28th February 2025
  • Food Nutrition and Hygiene – 22nd March 2025
  • Skill Development – 23rd March 2025

Subsequently, practical examinations were conducted throughout the month of March. Despite this, the results remain pending. Meanwhile, the University has already conducted both written and practical examinations for the Second Semester. Surprisingly, Students are now being admitted into the Third Semester. Evidently, There is no clarity on their academic standing from the First Semester.

This situation not only undermines the credibility of the institution but also jeopardizes the academic future of thousands of students. Hence, It is deeply concerning that such procedural lapses continue unchecked, creating confusion and distress among students and parents alike.

Therefore, I humbly request the following:

  1. Immediate intervention to ensure the declaration of the First Semester results without further delay.
  2. Extension of the submission deadline for the third Semester examination form for students whose results are still pending.
  3. Hence, Institutional accountability from the Controller of Examinations and Registrar for the delay.
  4. Moreover,Transparent communication from the University regarding the status of result processing and semester progression.

Sir, the future of our children must not be compromised due to administrative negligence. I urge you to take appropriate action according to the law. Obviously, Uphold the principles of transparency and justice in the functioning of MGKVP University.

  1. The first semester exams are completed and the second semester exams are also completed. Students are taking admission in the third semester. Neither first semester results are declared nor second semester results declared. This is a signal of anarchy in the government machinery and only government functionaries are doing acting.

  2. Here transparency means to fix the accountability of the concerned staff of the Mahatma Gandhi Kashi Vidyapeeth University Varanasi responsible for the delay in the declaration of the results of the students. The action must setup the precedent for the future generation.

    There must be thorough enquiry in this matter to fix the account ability of the guilty staff. Not a single person must be excused. Undoubtedly central government and state governments are going to be incredible due to rampant corruption in their working. It seems that justice is the word to write and read not to practically implement it.

  4. The Government of Uttar Pradesh must not allow to the corrupt staff of Mahatma Gandhi Kashi Vidyapeeth University Varanasi to play with the future of the students. It is surprising that the exam of first and second semester is over but the results of the students still not declared and students are taking admission in 3rd semester.
