Issues with UP RTI Online Portal: A Grievance Report on System Failure

Issues with UP RTI Online Portal are undermining one of India’s most important democratic tools. The Right to Information Act, 2005 is the cornerstone of a functional democracy. It empowers citizens to hold their government accountable. But in Uttar Pradesh, the digital gateway to this fundamental right — the UP RTI Online Portal — is failing badly. Instead of simplifying the process, the portal delivers technical errors, glaring usability flaws, and signs of administrative neglect.

This breakdown draws from a formal grievance filed through the PMO Public Grievance Portal (PMOPG/E/2025/0011417) and documents the key issues with the UP RTI Online Portal in detail. It shows how a platform meant to champion citizen-centric governance instead delivers a third-rate digital experience. As a result, it actively undermines transparency and efficiency.

💥 Section I: Technical Issues with UP RTI Online Portal

At the core of the problem sit critical technical failures. These failures stop citizens from completing basic tasks, such as submitting an application or making a payment. They aren’t minor bugs. Instead, they point to poor development and weak quality assurance.

1. The “Incorrect Column Count” — A Failure of Implementation

The most common technical error reads: “DataTables warning: table id=example – Incorrect column count.” This isn’t a complex server-side issue. Rather, it signals sloppy front-end development and poor HTML structure, since the DataTables library is a mature, well-documented tool when implemented correctly.

  • The Problem: The table header defines a different number of columns than the body rows actually contain. This breaks the table’s basic structure, so the DataTables JavaScript library can’t display dynamic information, such as appeal status.
  • The Implication: DataTables is a widely used and robust tool. So its failure here points directly to poor implementation. In other words, the team updating the portal likely lacked the technical competence to validate HTML and keep column definitions consistent across the site’s critical data displays. As a result, a simple status check turns into an exercise in frustration, because the relevant table fails to render.

2. The Broken Bridge: “Bank URL Not Found” — Payment Gateway Failure

An online portal that charges a mandatory fee needs a flawless payment mechanism. Yet the UP RTI portal frequently throws a severe error: “Bank URL Not Found – Rajkosh Payment Gateway having issues.” This payment failure ranks among the most disruptive issues with the UP RTI Online Portal, since it blocks citizens at the final step of their application.

  • The Problem: This error signals a broken link to the Rajkosh payment gateway. Misconfigured gateway URLs, server downtime, or intermittent connectivity between the portal and the bank’s system can all cause it.
  • The Fallout: Users see failed transactions, often after they’ve already completed the rest of the application. The portal typically promises reconciliation within 24–48 hours, but that boilerplate response doesn’t fix the underlying instability. Consequently, this instability deals a heavy blow to user confidence: a broken payment gateway is essentially a closed counter window. It halts the entire service and damages public trust in government digital infrastructure. Worse, it forces citizens to return repeatedly, wasting their time and effort.

🧭 Section II: Usability Issues with UP RTI Online Portal

Beyond the critical technical errors, the portal also suffers from usability and design flaws. Together, they reveal a lack of user-centric design.

1. The Missing Search Box: Finding a Needle in a Digital Haystack

In the Appeal Details Section — a critical area for citizens tracking their requests — one basic feature is completely missing: a search box.

  • The Oversight: Users with numerous RTI applications or appeals must scroll manually through pages of records to find one entry. In any modern digital database, a search feature is non-negotiable. So its absence isn’t a subtle oversight; it’s a real design failure. Ultimately, it shows that the platform’s designers never considered the real-world needs of active information seekers.

2. The Language Barrier: Limiting Accessibility

Government portals must be accessible to all citizens. Yet the English version of the Appeal Details is unavailable.

  • Uttar Pradesh is a diverse state, and the RTI process is statutory. Therefore, it must be accessible to every resident, including non-Hindi speakers. By locking critical information behind a single language, the portal fails its duty to provide multilingual support — a basic requirement for any public service platform.

3. “Downgrade” Updates: The Peril of Poor Quality Assurance

Most disheartening of all, recent website updates have actually downgraded the portal’s functionality.

  • The Irony: Teams usually update websites to improve stability and functionality. In this case, however, recent deployments introduced new bugs — including the DataTables error — and degraded the user experience. This suggests a total breakdown in the deployment pipeline. Specifically:
    • Inadequate Testing: Teams push changes live without testing them in a staging environment first.
    • Lack of Quality Assurance (QA): Nobody checks updates against a core set of functionality requirements before launch.
    • This practice isn’t just poor. It actively harms the public service it’s meant to deliver.

❓ Section III: Governance Concerns Behind These Issues with UP RTI Online Portal

Citizens can forgive technical errors as temporary glitches. But the administrative response — or lack of one — raises far more serious questions about accountability in governance.

Persistent Errors, Persistent Inaction

According to the official grievance, these errors and functional failures have continued for more than two weeks. Yet neither the National Informatics Centre (NIC) nor the Ministry of Electronics and Information Technology has taken visible corrective action.

  • Accountability Crisis: This persistence points to a fundamental lack of accountability. When a critical public portal stays effectively non-functional for weeks, it shows a lackadaisical approach to the problems citizens face.
  • The Good Governance Mandate: Fundamental technical errors, poor design, and administrative neglect together contradict the principles of transparency, efficiency, and citizen-centric governance. In the digital age, citizens expect and deserve reliable platforms, especially for statutory services like the Right to Information.

Is This Acceptable in Good Governance?

The answer is unequivocally no. A broken, unstable, poorly managed portal for a fundamental statutory right amounts to a clear dereliction of duty. It sends a message that the rights and convenience of the information seeker rank as a low priority.

The concerned authorities — the Chief Minister Secretariat, along with responsible personnel at the Department of Electronics and IT and NIC Uttar Pradesh — must immediately acknowledge how severe these failures are. The portal needs an urgent overhaul, not just of the code, but of the quality assurance and administrative oversight processes that let such a degraded service persist.

The citizens of Uttar Pradesh deserve a reliable, efficient, and fully functional RTI Online Portal — one that supports, rather than obstructs, their constitutional right to information. So corrective action must come immediately, transparently, and permanently.

🔧 Section IV: Fixing the Issues with UP RTI Online Portal

Officials often treat portal failures as routine maintenance items. However, the scale and duration of these problems call for a structured response, not a quiet patch. NIC and the Department of Electronics and IT should take four concrete steps: restore a proper testing pipeline, publish a public incident log, fix basic accessibility gaps, and set a clear escalation timeline.

A proper testing pipeline matters most. Right now, updates seem to go live without passing through a staging environment first. Instead, testers should verify core functions — submission, payment, and status tracking — before anyone pushes code live. This single change would likely have caught the DataTables error before it reached citizens.

A public incident log matters almost as much. Currently, users have no way to check whether a known issue is already being fixed. A simple status page would tell citizens the team is aware of the payment gateway failure, and roughly when to expect a fix.

The missing search box and the absent English translation aren’t unusual requests; they’re baseline expectations for any citizen-facing service. A competent team should fix both within days, not months. And when errors persist beyond 48 hours, the system should automatically escalate to a named technical lead, so problems don’t linger for weeks because no one owns the outcome.

Together, these steps wouldn’t eliminate every bug. Still, they would signal that the government treats the RTI portal as critical infrastructure rather than an afterthought.

Grievance Status Update (PMOPG/E/2025/0011417): The grievance is currently “Under process,” with an action date of 24/01/2025, addressed to Shri Arvind Mohan (Joint Secretary), Chief Minister Secretariat. Public pressure must continue until these systemic issues with UP RTI Online Portal are fully resolved.

  1. Government is providing third grade services through such websites. The current ruling party is providing the bad governance to the people in the state.

  2. The government must take concrete action in the matter. How can people in the state be satisfied with the third grade services in the name of providing good governance to the people in the state by the rulling party? It is most unfortunate that corrupt people are hatching conspiracy with the RTI portal of the Government of Uttar Pradesh to escape from providing information to the people under Right to information act 2005.

This is great information for our corrupt bureaucrats. This is one of the tricks to stop the people from submitting the RTI applications for seeking information concerning the working of the public authorities. Our chief minister says that he is providing good governance which is free from corruption to the people in the state of Uttar Pradesh. Whether in good governance, Government provides the third grade services to the citizens in the state.
