The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme is a cornerstone initiative. It aimed at providing direct income support to farmers across India.
For Keshav Pratap Singh, a farmer from Uttar Pradesh, availing this advantage has turned into a protracted battle. The process has become very challenging for him.
He alleges that the battle is against systemic corruption and arbitrary bureaucratic decision-making.
Through a series of online grievances, Mr. Singh details his struggle to get his application approved, highlighting a deeper issue of transparency and accountability.


The First Application and a “Closed” Case

The issue began with Mr. Singh’s application for the PM-KISAN scheme, which remained pending at the sub-district level. To seek resolution, he filed a grievance with the Department of Agriculture and Farmers Welfare.

  • Date of Receipt: 14/12/2024
  • Grievance: An inquiry into the pending status of his application (Aadhaar No. 8224 3509 7042). The application, filed on 31-10-2024, stuck at the “Pending for approval at Sub-District/Block Level” stage in Mirzapur, Uttar Pradesh.
  • Outcome: The case, abruptly “Case closed” on 30/12/2024.
  • Official Remarks: The provided reason was a terse, generic statement:
  • “आख्या संलग्न है कृपया प्रस्तर निस्तारित करने की कृपा करे प्रकरण में सम्बंधित से आख्या प्राप्त कर निस्तारण हेतु प्रेषित है आख्या संलग्न है”
  • (Report attached, please dispose of the matter. The report received from the concerned and sent for disposal. The report attached).

Mr. Singh found this resolution wholly unsatisfactory, rating it as “Poor.” He stated that his application was arbitrarily canceled without any proper justification or explanation. The cancellation was based on three objections, which he believes are not only illogical but also lack significant evidence.
He argues that these objections seem to be arbitrary allegations. They serve no purpose other than to promote corruption. Their aim is to obstruct honest applicants.
Mr. Singh feels strongly about these practices. They undermine the integrity of the application process. These practices disenfranchise individuals who are genuinely deserving of consideration based on merit.
This situation has left him frustrated. He is also deeply concerned about the ethical standards being upheld in the reviewing process.


The Core Dispute: Three “Arbitrary” Objections

In a later and more detailed grievance filed with the Uttar Pradesh government, Mr. Singh systematically dismantled the three reasons cited by the Department of Revenue for rejecting his application.

Here are the objections and Mr. Singh’s counter-arguments:

1. Objection: Upload the Aadhaar Card.

2. Objection: Upload the Bank Passbook.

  • Mr. Singh’s Rebuttal: The government has mandated that PM-KISAN beneficiaries hold an Indian Post Payment Bank (IPPB) account. This account directly linked to their Aadhaar number. Financial transactions are, Aadhaar-enabled and tied to the IPPB account. Thus, the need to upload a physical copy of the passbook is arbitrary. It serves no practical purpose.

3. Objection: Upload a Certified Copy of Revenue Records.

  • Mr. Singh’s Rebuttal: The necessary revenue records (Khatauni) already uploaded with the application. These records are later verified by the concerned Lekhpal of the area. Demanding a “certified copy” after this process is, in his view, an illegal and arbitrary demand.

Mr. Singh concludes that these baseless objections are not procedural requirements but intentional hurdles, fostering an environment where corruption can thrive. He connects this to a past incident in the same area. A Lekhpal, reportedly caught red-handed in an audio recording demanding a bribe.


A Call for Accountability

This case highlights the ground-level challenges citizens face when interacting with government machinery, even in flagship welfare schemes. Keshav Pratap Singh’s grievances, not just about a single “rejected application. They represent a larger plea for transparency. He calls for logical processing and an end to the alleged corruption. This corruption disenfranchises genuine beneficiaries.

As of the latest update, his most recent grievance received. It, forwarded to Shri Arvind Mohan, Joint Secretary at the Chief Minister’s Secretariat in Uttar Pradesh. The farmer and observers await a meaningful resolution. They want it to tackle the core issues raised. They do not want another perfunctory “case closed” remark.

  1. Such practices are adopted to promote the corruption in the implementation of prime minister Kisan Samman Nidhi. If the former who applies for the prime minister Kisan Samman Nidhi meet them and provide the convenience money which is bribe in accordance with the law then they set the in smooth passage for that application otherwise such cunning tricks are used by them to harass the genuine applicant of PM Kisan Samman Nidhi.

  2. If the foundation of the implementation of the government scheme is based on corruption then how can the scheme of the government reach the needy? Think about the gravity of the situation the application of the farmer arbitrarily rejected by the concerned staff of the government because this farmer did not provide illegal gratification to the concerned staff of the government which is usual practice of the department that no file moves without greasing the palm of the concerned staff.

  3. The current position of the prime minister Kisan Samman Nidhi is that no one can get this help without greasing the palm of the concerned public staff.
    There is no transparency and accountability in the implementation of this scheme.
