Until the state government issues a clear, statewide directive, confusion will persist. We need to know which document is mandatory. There is also uncertainty if the digitally-provided document with a verifiable online seal is acceptable. This confusion will continue to create administrative bottlenecks. This effectively reverses the benefits of digitization for the common farmer.

To effectively resolve this systemic friction, we must uphold the principles of good governance. The escalated grievance calls for three definitive actions. These actions must be thoughtfully considered and implemented. These actions include fostering open communication channels among all stakeholders involved. They also involve conducting thorough investigations into the root causes of the grievances. Additionally, establishing a transparent feedback mechanism allows for continuous improvement and accountability. By engaging in these critical steps, we can restore trust. We can reduce conflicts.   1. Systemic Directive: A clear, written order is required. This order explains the acceptable land record document for PM-KISAN verification in all departments in Uttar Pradesh. This must clearly state whether the free online Khatauni is enough or if a physically certified copy is needed.

According to his first report tahsildar Sadar rejected the application for prime minister Kisan Samman Nidhi because revenue record was not certified. Now he is saying that revenue record was not available with the application. It means revenue record was available but not certified.
