Subject: Humiliation and Refusal to Register FIR by SHO Vindhyachal – Violation of Human Rights of Sugana Devi


Respected Sir/Madam,

I, Sugana Devi, wife of Jilajit alias Jikhan Nishad, resident of Village Naugaon, Police Station Vindhyachal, District Mirzapur, respectfully submit this complaint regarding a grave violation of my human rights and dignity at the hands of local police authorities.


1. Background of the Incident

On 6th July 2025, around 5:00 PM, while I was tying my fishing net to my boat in the Ganga river near my residence, I was attacked by the following individuals:

  • Umashankar, son of Ramnath
  • Kaju, son of Ramnath
  • Kailash, son of unknown, resident of Nanhupur, Police Station Padi, District Mirzapur

They deliberately damaged my boat and drowned both the boat and net in the river, causing a financial loss of:

  • Boat: ₹60,000
  • Fishing Net: ₹80,000

2. Details of Assault and Abuse

When I protested, the accused:

  • Verbally abused me with obscene and derogatory language
  • Tore my saree and blouse
  • Committed obscene acts while intoxicated
  • Raped me and threatened to kill me and drown my body in the river

This brutal assault has left me physically and emotionally devastated.


3. Police Inaction and Humiliation

On 7th July 2025, I approached Police Station Vindhyachal to lodge an FIR. Shockingly, the police personnel:

  • Refused to register my complaint
  • Humiliated me further, aggravating my trauma
  • Failed to provide any assistance or protection

4. Steps Taken to Seek Justice

Following the police inaction, I submitted a written representation via registered post to the following authorities:

Scanned copies of the representation and proof of dispatch are attached in the accompanying PDF (pages 2 to 5).


5. Appeal for Intervention and Justice

As a woman from a marginalized community, I am living in constant fear and distress. The refusal to register my FIR and the lack of action against the accused reflect a serious failure of law enforcement and a violation of my fundamental human rights.

Therefore, I humbly request the Hon’ble Commission to:

  • Take cognizance of this incident
  • Direct the SHO Vindhyachal to register my FIR immediately
  • Ensure investigation under appropriate sections of the Bharatiya Nyaya Sanhita (BNS)
  • Provide protection and justice to me as a victim of a heinous crime

    Only to say before the print and electronic media, no government becomes good governance as being claim by our chief minister Yogi Adityanath in Uttar Pradesh. Where is the justice to the weaker section of the society. The position of women and girls is terrific in our society because of rampant corruption in government machinery as no action is taken the representation against antisocial

  2. Here this question arises that whether justice is available in the Uttar Pradesh human rights commission when the anarchy in the state is rampant. How can public staff be allowed not to register First information report of the victim belonging to the vulnerable section of the society obvious from the post.

  3. Uttar Pradesh human rights commission is a constitutional missionary. It’s job is to protect the human rights of the common people in the state and in this matter when it has been reported properly then it must help to the vulnerable lady in accordance with the law. There is crisis of hunger before the family of the aggrieved lady and the boat has been inundated into water and fish net has also been put into the water by the offenders.

  4. The role of the human rights commission in the state of Uttar Pradesh is to curb the violations of human rights of the common people and if it is failed then what is the need of such institutions in the state because it implies that there is no rule of law in the state. Undoubtedly it is deplorable to put the boat of a poor lady into the water of the Ganges and the fishnet has been also put into the water of the Ganges.
