Subject: Request for Registration of FIR – SHO Vindhyachal Refusing to Register Complaint


Respected Sir,

With due respect, I, Sugana Devi, wife of Jilajit alias Jikhan Nishad, resident of village Naugaon, Police Station Vindhyachal, District Mirzapur, wish to bring to your attention a deeply distressing matter regarding the refusal of the SHO Vindhyachal to register my FIR.


Background of the Incident

On 6th July 2025, at approximately 5:00 PM, while I was tying my fishing net to my boat in the Ganga river near my residence, the following individuals:

  1. Umashankar, son of Ramnath
  2. Kaju, son of Ramnath
  3. Kailash, son of unknown, resident of Nanhupur, Police Station Padi, District Mirzapur

approached and began damaging my boat using their nets. Despite my immediate intervention, they drowned my boat and net in the river. The estimated loss includes:

  • Boat: ₹60,000
  • Fishing Net: ₹80,000

Details of Assault and Abuse

When I protested, the accused:

  • Verbally abused me using obscene language
  • Called me derogatory names
  • Tore my saree and blouse
  • Committed obscene acts in a drunken state
  • Raped me and threatened to kill me and drown my body in the river

This horrifying incident has left me traumatized and in fear for my life.


Police Inaction and Humiliation

On 7th July 2025, I visited Police Station Vindhyachal to lodge an FIR. However, instead of registering my complaint, the police personnel humiliated me, further compounding my trauma.


Subsequent Steps Taken

Due to the refusal and mistreatment, I sent a written representation via registered post to the following authorities:

  1. Deputy Inspector General of Police, Vindhyachal Division
  2. Superintendent of Police, Mirzapur
  3. Circle Officer, City Mirzapur
  4. SHO, Vindhyachal

The representation includes all details of the incident and was sent with proof of dispatch, attached as scanned copies in the accompanying PDF document (pages 2 to 5).


Appeal for Justice

Sir, I am a woman from a vulnerable section of society. The refusal to register my FIR and the lack of action against the accused reflect a grave failure of law and order. I am living in constant fear and distress.

Therefore, I humbly request you to:

  • Direct the SHO Vindhyachal to register my FIR immediately
  • Ensure that the case is investigated under appropriate sections of the Bharatiya Nyaya Sanhita (BNS)
  • Provide protection and justice to me as a victim of a heinous crime

  1. It is reflecting the real face of the Uttar Pradesh police and the need of hour is to overhaul it. Think about the gravity of situation young lady is knocking the door of the police by sending the grievances through the registered post as well as by visiting the police station and other offices but no one is paying attention to her grievances.

  2. How is government of Yogi Adityanath protecting the dignity of women and girls in the state of Uttar Pradesh and cleaning to provide crime free government in the state of Uttar Pradesh? Whether in the good governance the first information report of the women and girls are not registered by the police as being done in this government.

    Our police must register the first information report of the women and girls if they are visiting to the nearby police station which is prescribed under the law of land. Think about the gravity of situation the advisory issued by the home ministry Government of India is missing from the office of the superintendent of police Mirzapur which ensures the compulsory registration of the first information report of the wemen.

  4. Which canon allows Indian police to behave ruthlessly with the people visiting the police station as usually done by them? What action has been taken by the competent authority in the department of police when registered representations submitted by the aggrieved lady before them. These things are going on in the working of the police is due to the corruption prevailed in the working.
