A Consumer’s Stand: The Case of Yogi M.P. Singh vs. HostGator and the Question of Accountability on National Consumer Helpline
In an age of digital transactions, consumer trust is paramount, as it forms the backbone of the entire marketplace. But what happens when that trust is broken and the systems designed to protect defaulter consumers fail to perform their intended functions?
A recent grievance filed with the Prime Minister’s Office of India by Mr. Yogi M. P. Singh brings this critical issue to light, shedding much-needed attention on the vulnerabilities many consumers face. He questions the effectiveness of major consumer helplines on a national scale when confronted with persistent corporate non-compliance and negligence.
This scenario highlights the urgent need for effective mechanisms to safeguard consumers from exploitation. Focusing particularly on how the National Consumer Helpline should not only be a support system but also an authoritative body that takes decisive actions to address these challenges, Mr. Singh emphasises the necessity for reforms that would ensure accountability and transparency in consumer protection services.
Every consumer deserves a reliable path to justice, especially in a digital landscape where fraudulent practices can disrupt lives and trust is easily eroded.
The Initial Dispute on National Consumer Helpline: A Refund Delayed is a Service Denied
The issue began with a simple transaction and a promise of a refund from the web hosting company, HostGator, which initially seemed straightforward.
However, as time passed, it became evident that the process was anything but simple. After several attempts to contact customer support, the responses were frustratingly delayed, leading to growing uncertainty and confusion.
The promised refund remained elusive, causing distress as critical website functionalities were disrupted. This situation not only impacted the business operations but also raised questions about the reliability of the service provider, leaving the customer feeling overlooked and dissatisfied with the level of support received.
- Complainant: Yogi M. P. Singh
- Company: HostGator.in
- Transaction Amount: ₹4886.13
- Receipt ID: 132038668
- Payment Date: November 7, 2024
Mr. Singh alleges that HostGator promised a refund within 24 hours. However, four days passed with no resolution. He deemed this failure a “criminal breach of trust.” It was also a violation of consumer rights. This prompted him to seek formal redress through platforms like the National Consumer Helpline.
The First Step: The National Consumer Helpline (NCH)
As advised by the Department of Consumer Affairs, Mr. Singh first lodged his complaint on the National Consumer Helpline (NCH) portal, a vital resource for consumers seeking assistance with various grievances.
Using this platform, which is specifically designed to mediate and resolve such disputes, he was able to detail the nature of his complaint and provide all necessary documentation to support his case.
The NCH not only facilitates communication between consumers and service providers but also offers guidance on the rights of consumers under the law, ensuring that individuals like Mr. Singh are well-informed and can navigate the resolution process effectively.
- NCH Grievance Number: 6479820
- PG Docket Number: DOCAF/E/2024/0009071
- Grievance Registration Date: 11th November 2024
The Outcome from the NCH
The NCH had a mandate to achieve a logical conclusion within 45 days. However, the outcome was not a resolution. It was a roadblock. The NCH agent closed the grievance with the following statement:
The grievance was taken up with the company. Two reminders were also sent. However, the company has not responded to the grievance. In the absence of redressal by the company, you may file a case at the designated Consumer Commission online.
This response led Mr. Singh to question the very efficacy of the platform, in particular the broader national infrastructure of consumer assistance. If a company can simply ignore official communications from a government-backed helpline, what power does the helpline truly hold, especially when it’s the National Consumer Helpline involved?
Escalation to the Prime Minister’s Office (PMO)
Frustrated by the lack of accountability, Mr. Singh consequently escalated the matter, feeling that his concerns were being ignored by those in a position to help.
As a result, he filed a grievance with the Prime Minister’s Office, seeking intervention in what he believed to be a significant failure on the part of corporate entities.
This brave step not only highlighted his personal plight, but also raised fundamental questions about corporate responsibility in today’s marketplace, where consumers often find themselves at the mercy of powerful corporations.
Alongside this, the authority of consumer protection agencies came into the spotlight, including the role of the National Consumer Helpline, which is designed to assist individuals like Mr. Singh but often struggles to exert meaningful influence over corporate practices.
- PMO Grievance Number:
PMOPG/E/2024/0182900 - Date of Receipt: 21st December 2024
The core of his grievance challenges the system itself:
- Corporate Accountability: Is a company like HostGator not accountable to the Government of India? Moreover, it raises significant questions about the extent of their obligations. Consequently, understanding the implications of such accountability becomes essential, especially when cases are reported on the National Consumer Helpline.
- Enforcement Power: Consequently, why can a company ignore communications from the Department of Consumer Affairs without consequence?
- System Utility: Are the staff at the NCH “toothless”? Moreover, what is the utility of such “non-productive” government tools? Indeed, they seem unable to compel a response.
Current Status: Under Process
The grievance has been acknowledged, and the Department of Consumer Affairs is currently handling it with the utmost diligence and care.
This department plays a crucial role in ensuring consumer rights are protected and upheld across the nation.
It is also the same department that oversees the NCH helpline, a national consumer assistance service designed to provide guidance and support to individuals facing various consumer-related issues.
Through this helpline, consumers have access to valuable resources, educational materials, and expert advice, all aimed at fostering a fair marketplace and empowering individuals to make informed decisions regarding their rights and responsibilities.

This complaint journeyed from a simple refund request to, consequently, a high-level grievance. It, indeed, highlights a significant challenge within the consumer redressal landscape.
Moreover, the resolution of PMO grievance PMOPG/E/2024/0182900 is now more than just about ₹4886; rather, it is a test case for the authority of India’s consumer protection framework.
Furthermore, it also tests its ability to hold corporations accountable, especially in cases registered through the National Consumer Helpline.
Undoubtedly, we are being ruled by corrupt stupidity having no knowledge and experience to deal with consumer matters
