    If there is transparency and accountability in the working of the police then public Information officer must provide the information to the information seekers in accordance with the law. This is second efforts of the information seeker to see information and first time they misled the information seeker.

Everyone knows that transfer and posting in the department of police is the key source of back door income and it is expected that if they will provide information then there will be transparency and accountability in transfer and posting and it will cause adverse impact on the back door income. There is little possibility to provide information.

  4. The Government of Uttar Pradesh formulated new transfer policy to control the corruption in the government machinery but this transfer policy has been also a means to promote the back door income of the corrupt public functionaries. Here the promotion and posting is not based on basis of merit but it is done through the corruption resulting in the manifold increase in the criminal activities in the society.
