📌 Introduction
In a disturbing case from Village Naugaon, Tehsil Sadar, District Mirzapur, poor families were legally allotted land. This was under Section 64 of the U.P. Revenue Code, 2006. They are now facing threats and illegal eviction attempts by local musclemen. This blog post aims to shed light on the injustice and appeal for immediate police and administrative intervention.
📜 Legal Background: Section 64 – Allotment of Abadi Sites
Section 64 of the U.P. Revenue Code, 2006 outlines the order of preference for allotting residential land (abadi sites) to the rural poor:

- Agricultural labourers or village artisans
- Residing in the Gram Sabha
- Belonging to SC/ST/OBC or BPL general category
- Second Preference:
- Other agricultural labourers or artisans in the Gram Sabha
- Third Preference:
- Other SC/ST/OBC or BPL individuals in the Gram Sabha
- Special Priority:
- Widows and physically challenged persons within each category
This law is designed to protect the most vulnerable and ensure they have a safe place to live.

🚨 The Threat
Despite being legally allotted land in Arazi No. 554, the petitioners are now being threatened and harassed by:
- Sabhajit, Virendra, Mithilesh
- Shashi Bhushan Pathak (husband of former Gram Pradhan)
- Amin Tiwari (Police Liaison)
- Vivek Pathak (Employment Officer)
These individuals are allegedly trying to forcibly occupy the land, destroy huts, and intimidate the rightful allottees—especially targeting Sugna Devi, who is currently building her home.
🧾 Official Allotment Details
As per SDM Sadar’s order dated 18.06.2021, the following individuals were allotted land in Arazi No. 554:
- Shyamdhar S/o Late Banshidhar – 0.013 hectare
- Satyanarayan – 0.013 hectare
- Jilajit S/o Late Banshidhar – 0.013 hectare
- Unnamed S/o Late Banshidhar – 0.013 hectare
- Illar – 0.013 hectare
This was verified by the Revenue Inspector on 19.06.2021.
