The Shocking Conspiracy: When an Electricity Check Turns Personal

That’s a very detailed RTI application! The core of the request is to expose a potential conspiracy involving a Junior Engineer and the aggrieved party’s elder brother. This stems from an alleged non-routine electricity checking and subsequent notices that were issued without proper justification.
In this situation, it’s clear that the electricity check turns personal, affecting the involved parties deeply, not only causing distress but also raising questions about the integrity of the processes followed by the utility company.
The ramifications of such actions extend beyond just a mere violation of procedure; they delve into issues of trust, accountability, and the potential misuse of authority in a way that could impact community relations significantly.
The investigation into this matter could reveal underlying patterns of corruption or negligence, which may further perpetuate a cycle of fear and mistrust among the residents.

Exposing the Alleged Nexus Between an Elder Brother and a Junior Engineer via RTI

The Right to Information (RTI) Act, 2005 empowers Indian citizens as a powerful tool. Citizens often use it to unearth systemic corruption or bureaucratic delays. However, they sometimes deploy it to expose something far more personal: a conspiracy allegedly involving a public servant and a family member, set against the backdrop of an electricity connection dispute. It’s remarkable how an electricity-related issue can turn personal, revealing deep-seated conspiracies. Indeed, an electricity check becomes personal when such conspiracies unfold. These situations extend far beyond professional boundaries.

A recent online RTI application filed with the Purvanchal Vidyut Vitran Nigam Limited (PUVNL) from Mirzapur, Uttar Pradesh, details a gripping case. It pits two brothers against each other, with an electricity department Junior Engineer in the middle. The case raises serious questions about the professional integrity of field staff. It also questions the use of official authority for private ends.

The Allegation: A Planned Attack, Not a Routine Check

On October 26, 2024, Junior Engineer Kishan Lal Sharma conducted a thorough checking drive that would soon spark significant controversy.
During this operation, Yogi M P Singh, acting on behalf of Loknath Yadav, filed a formal application alleging that the checking was far from routine.
In his detailed account, he claimed that it was a “planned specific checking as a conspiracy” designed to unfairly target two innocent individuals who had, to the best of their knowledge, done nothing to warrant such scrutiny.
Singh’s allegations suggested an intricate plot that not only undermined the integrity of the checking process but also raised serious questions about the motives behind it, hinting at a larger issue of misuse of authority within the department.

  1. Loknath Yadav S/O Avadhraj Yadav
  2. Kedar Nath Yadav S/O Avadhraj Yadav

Both residents of village Dugauli received notices on November 4, 2024. These allegations perfectly illustrate how electricity checks can unexpectedly spark personal disputes.

The Core of the Dispute: The Elder Brother’s Dues

The RTI application strategically targets Tarak Nath Yadav, the elder brother of the aggrieved Loknath Yadav. The information sought under the RTI hinges on exposing Tarak Nath Yadav’s electricity connection history and unpaid dues. The applicant believes this is the key to proving the conspiracy. Here, electricity checking turns deeply personal due to underlying familial disputes. It becomes more than just a routine process.

The Five Crucial Points of Information Sought:

The Public Information Officer (RAJESH KUMAR, EE & PIO EDD-2 FATAH MIRZAPUR) must provide the following information point-wise within the stipulated 30-day period:

  1. Connection Details of Tarak Nath Yadav: Verification of his legitimate connection and the black cable associated with it.
  2. Second Connection in Wife’s Name: Details of an alleged second connection taken by Tarak Nath Yadav in his wife’s name at a distant location.
  3. Heavy Dues & Latest Bill: Confirm the “heavy dues” against Tarak Nath Yadav, which allegedly prevented him from getting a second connection and blocked the disconnection of the first. Demand the latest bill copy.
  4. Disconnection Status: Did the department disconnect Tarak Nath Yadav’s legitimate connection? If so, please provide a copy of his application requesting the disconnection.
  5. JE’s Posting Details: The posting date and joining details of Junior Engineer Kisan Lal Sharma in the local Mirzapur office.

What Does This RTI Seek to Prove? Electricity Check Turns Personal i.e. misuse of power by public staff

The applicant’s closing statement clearly expresses the intention: “If the Department of Electricity provides the proper and explicit information, then the elder brother will expose his conspiracy, colluding with the junior engineer.” Clearly, this RTI strives to reveal how personal confrontations evolved from electricity inspections.

The RTI aims to establish a timeline and a motive. The elder brother, Tarak Nath Yadav, allegedly has massive unpaid dues and an irregular second connection.
He used the Junior Engineer’s official capacity to harass his younger brothers, Loknath and Kedar Nath. This perhaps served to divert attention from his own electricity issues or in the context of a family dispute.
The details of the black cable and the disconnection status are crucial pieces of evidence in this domestic and bureaucratic drama.

As the department processes the application, the public awaits to see if the RTI Act will once again serve as the ultimate truth detector. This is in a shocking case of alleged familial and administrative collusion, where an electricity-related inspection turns deeply personal for those involved. Electricity Check Turns Personal is a black spot. Can RTI fix accountability?

  1. The matter concerns the corruption, but there is no possibility to provide the information to the information seeker because this corruption is oriented from top to bottom.

If the executive Engineer electricity distribution division second thinks that the work of his subordinate is justified then he must provide the information to the information seeker but I know well that he will not entertain RTI application quite obvious from his earlier action the matter concerning corruption.
