🛑 Guwahati Railway Platform: A ‘Jungle Raj’ for Passengers? Safety Concerns Guwahati Railway is serious issue

The repeated complaints about a theft case at Guwahati Railway Station highlight significant safety concerns. These concerns draw attention to Guwahati Railway. This paints a disturbing picture of police incompetence and systemic failure in upholding public safety and accountability. When a crime victim seeks justice and encounters bureaucratic indifference, it questions the foundation of law and order. Safety concerns linked to Guwahati Railway escalate urgently.

Yogi M. P. Singh, the complainant, provided details about Guwahati GRPS Case No. 273/2023 (U/S 379 IPC)—where unknown individuals stole mobile phones from a passenger boarding the 15909 Avadh Assam Express. Nonetheless, officials delivered a standardized response. The response was not satisfactory. This situation warrants public scrutiny.

1. 🕵️‍♂️ The Investigation: An Exercise in Futility? Safety Concerns Guwahati Railway due to poisoning gang.

The official report by the Officer In-Charge of Guwahati GRPS reveals the steps taken in the investigation. It concludes with a “Final Report (FR) – Untraced.” These findings raise serious concerns about safety at Guwahati Railway.

Case Details and Closure:

AspectInformation ProvidedAccountability Gap
Investigating Officer (I/O)ASI Debajit KakatiASI Kakati, despite conducting basic steps (CCTV, witness statements), not find any clue. This led to the case’s closure.
Case Closure OfficerSI Rafique Ali (Filed FR No. 14/24)SI Rafique Ali, who filed the FR, is the officer who formally acknowledged the investigation’s failure to find the culprit.
SupervisionThe case was supervised by DySP HQ.Even after being supervised by a senior officer (DySP HQ), there’s no breakthrough. This suggests a failure in guidance. It may also indicate a genuine lack of resources or competence.
The OutcomeCase returned in FR (Untraced) but left open to reopen if a clue is found. The standard procedure shows the case as “true U/S 379 IPC.” Using “no clue” is how the administration admits defeat.

The complainant rightfully asks. If the police can’t find the culprit after seizing CCTV footage, what training are the officers missing? Do they lack the necessary skills to analyze the footage effectively? Can they discern crucial details that lead to an arrest? What training do they need to guarantee that they are fully prepared to handle all aspects of such investigations? Furthermore, what motivation are they missing in conducting routine inquiries? Do they lack the incentive to pursue every lead vigorously? Or do they not understand the importance of follow-ups in the investigative process? These questions highlight a potential gap in both training and motivation. This gap must be addressed to restore public confidence in law enforcement agencies.

2. 📉 The Accountability Deficit: Same Grievance, Same ‘Absurd’ Reply

The core issue raised by the complainant is the lack of transparency and accountability when officials close cases as ‘Untraced.’ The sequence of events surrounding the multiple grievances (GOVAS/E/2024/0002867, GOVAS/E/2024/0000016, etc.) highlights a systemic problem. Authorities allow safety threats at Guwahati Railway to continue unabated due to these gaps in transparency.

  • The Circular Logic: The police department simply submitted the same investigation report dated 12/03/24 as a response. This happened with multiple subsequent grievances filed in March and April 2024. It shows a mechanical, unthinking process rather than a meaningful review.
  • The Incompetence Question: The complainant explicitly labels the PIO’s response as “absurd.” They raise concerns about the competence of the investigation officer. They suggest that failing to trace an organized gang implies a “dereliction of duty.”
  • The Public Perception of ‘Jungle Raj’: The strong language used by the complainant shows their frustration. They call the situation “jungle raj” for innocent travelers because law enforcement fails to protect the public. They also express irritation with closing files without resolution.

The grievance was closed with a remark. It stated that investigators finally disposed of the case after “getting no clue of evidence.” This reinforces the public’s perception. The concern is that once investigators fail in a basic investigation, they shelve the case, thereby emboldening criminals.

3. 🚨 The Need for Third-Party Monitoring and Intervention

The current system relies solely on the internal mechanism (DySP supervision) which clearly struggled to produce results or fix accountability. Such a scenario exacerbates safety concerns for commuters using the Guwahati Railway network.

  • Failure of Internal Checks: The DySP HQ supervised the case, yet the final result was the same ‘Untraced’ report. This begs the question: What was the substance of the supervision? Was any fault found in the ASI’s investigation, and if so, what action was taken?
  • The Role of the Chief Minister: The complainant directly challenges the “good governance for the Chief Minister of Assam.” This action places the local failure in a larger administrative and political context. High rates of unsolved theft cases point to a flaw. This requires intervention from the highest administrative levels to handle the ongoing safety concerns at Guwahati Railway stations.

The submission of Final Reports with the mere remark of ‘no clue’ is problematic. Investigating officers should be liable to rigorous scrutiny for dereliction. This lack of scrutiny is the reason why crime rates rise at busy hubs. Opportunistic theft often occurs at places like railway stations. The police’s success rate in working out cases is the true measure of law and order. The evidence here suggests it is woefully poor.

This incident demands not just an investigation into the theft. It calls for a thorough, high-level inquiry into the standard operating procedure (SOP) of the Guwahati GRPS. The focus should be on handling and closing theft cases as ‘untracked‘ and examining the accountability mechanism for supervisory officers.

Would you like me to draft a public appeal based on these facts? It would call for the higher police authorities to reopen the investigation. A new, competent officer would then lead it.

Think about the incompetence of police personnel who cannot unearth these criminals. Whether there is transparency and accountability in the working of the police. It is most unfortunate that they are not providing information to the information seeker even when the matter concerns the wide Public interest.

  4. How can Government of India overlook the safety concerns a passengers at the Guwahati railway platform if the government of Assam is adopting lackadaisical approach in the matter?

  5. Why are asam government railway police is running away from providing information to the information Seeker. It is easy to submit arbitrary reports on the public grievance portal after government but if they will have to face the truth then such useless efforts to suppress the truth will be only wastage of time.

  6. In this country there is no accountability of the police which is the root cause crimes are growing up and police is failed to control the crimes in the society.

  7. Think about the closure report of the SI and government is not fixing the account ability of the SI. No one is safe from the poisoning gang active on the platform.
