Instead of denying the information on the ground that information is not available to the public authority it was obligatory duty of the concerned centre public information officer to transfer the RTI application to the concerned public authority under subsection 3 of section 6 of the right to information act 2005. If the central public information officer did not use the above said provision of the right to information after 2005 then he must provide the reason as required under subsection 1d of section 4 of the right to information act 2005. 

This is a humble request to the first appellate authority to take action in the matter in accordance with the law and be instrumental in providing information to the information seeker.

Sir, Please refer to your RTI application dated 24.11.2023 received through transferred online on the RTI portal from DoT vide Reg. No. TRAOI/R/T/23/00098, for providing information under the provisions of the RTI Act, 2005 regarding flash message on mobile phone to test Pan-India Emergency Alert System being implemented by the National Disaster Management Authority, related matters. In this context, the following is furnished: -S.No.1-Reply-The information sought vide your above mentioned RTI application is not available in TRAI.
