The matter concerning embezzlement of public funds concerning cowsheds in development block Chhanbey is not being taken seriously by B.D.O.

Whether embezzlement of public funds can not be curbed in the honest government of our chief minister Yogi Adityanath Ji. शिकायत संख्या:-60000220195729 आवेदक का नाम-Yogi M. P. Singhविषय-The matter concerns the working of the chief veterinary officer Mirzapur and Block Development Officer Chhanbey, District-Mirzapur and information made available by the Block Development Officer Chhanbey attached to this grievance. Rs.14.07 Lakh was spent on the construction of temporary cowsheds in the financial year 2018-19 and Rs.1973452 was spent to upkeep cows in the financial year 2019-20. Consequently the total fund spent-33.8 Lakh approximately. Where is description of total fund spent-33.8 Lakh in the report of the Block development officer Chhanvey, District-Mirzapur approved by chief development officer Mirzapur. There is a scam of Lakhs of rupees in the construction of temporary cowsheds and the chief development officer is putting carpet on it.
Sir, a report of Block Development Officer Chhanvey Mirzapur dated 18 November 2022 was presented in the earlier complaint. In this complaint, on the basis of the same report, the concerned public authority has been charged of siphoning the public fund by the applicant. The most surprising thing is that the same old report has been presented by the Block Development Officer again in the case i.e. the Block Development Officer has not been able to refute the allegations made. This proves that the allegation of evasion is completely authentic and the Block Development Officer has nothing to say on it, now it is the responsibility of the State Government to fix accountability in the matter.
Sir, it is the morality of every public authority to refute the allegations leveled against it, but here there is no effect on the concerned officer. It is not necessary that everyone should not do wrong because he is afraid of being punished, but not because he does not want to do wrong. Here it is clear from the working style of the Block Development Officer that he has come to know that there has been siphoning of public funds in the matter, so he does not want to sign any explanation for his defence because there is a fear of getting caught in it.
श्रीमान जी खंड विकास अधिकारी छानवे मिर्जापुर रिपोर्ट दिनांक 18 नवंबर 2022 तो पूर्व के शिकायत में प्रस्तुत किया गया था । इस शिकायत में उसी रिपोर्ट को आधार बनाकर संबंधित लोक प्राधिकारी ऊपर प्रार्थी द्वारा गबन का आरोप लगाया गया है। सबसे आश्चर्यचकित करने वाली बात यह है कि खंड विकास अधिकारी द्वारा वही पुरानी रिपोर्ट पुनः प्रकरण में प्रस्तुत की गई है अर्थात खंड विकास अधिकारी लगाए गए आरोपों का खंडन करने में सक्षम नहीं है। इससे यह सिद्ध होता है कि गमन का आरोप पूर्ण रूप से प्रमाणित है और खंड विकास अधिकारी को उस पर कुछ भी नहीं कहना है अब यह जिम्मेदारी राज्य सरकार की है कि वे मामले में जवाबदेही तय करें।
श्रीमान जी हर लोक प्राधिकारी की नैतिकता होती है कि वह अपने ऊपर लगाए गए आरोपों का खंडन करें किंतु यहां पर संबंधित अधिकारी महोदय के ऊपर तो कोई प्रभाव ही नहीं है। कोई जरूरी नहीं है कि हर कोई गलत काम इसलिए ना करें क्योंकि उसे दंडित होने का भय है बल्कि इसलिए न करें क्योंकि वह गलत काम करना ही नहीं चाहता है। यहां पर खंड विकास अधिकारी के कार्य शैली से यह स्पष्ट है कि उन्हें यह मालूम हो गया है कि मामले में गबन हुआ है इसलिए वे अपने बचाव के लिए किसी भी स्पष्टीकरण पर हस्ताक्षर नहीं करना चाहते हैं क्योंकि इसमें कलम फसने का भय है।
Rs.14.07 Lakh was spent on the construction of temporary cowsheds in the financial year 2018-19 and Rs.1973452 was spent to upkeep cows in the financial year 2019-20. In village panchayat, Rasauli, development block-Chhanbey, district-Mirzapur, the financial year 2018-19, a temporary cowshed was made. More details already made in the aforementioned grievance.
