Police submits absurd and ambiguous reports in the matter of Sudarshan Maurya instead of adopting logistic approach in the matter

Initially police said, police are not technically experts so enquiry may be carried out by a technical expert but after a report of technical expert, police is escaping from the matter in the name of agreement. 

पुलिस ने शुरू में कहा था कि पुलिस तकनीकी विशेषज्ञ नहीं है इसलिए तकनीकी विशेषज्ञ द्वारा पूछताछ की जा सकती है लेकिन तकनीकी विशेषज्ञ की रिपोर्ट के बाद पुलिस समझौते के नाम पर मामले से बच रही है।

For the enquiry by a technical expert, chauki in-charge Bali Maurya forwarded the matter to the executive officer municipality Mirzapur city and a thorough enquiry was carried out by the engineer municipality Mirzapur city and enquiry report dated-31/08/2021 letter number-194 was submitted before executive officer, municipality Mirzapur city and executive officer communicated this report under his own signature to chauki in-charge Bali Maurya on 09/09/2021 quite obvious from the attached PDF document. It is most unfortunate that chowki in-charge Bali Maurya is not proceeding in the matter even after the report of a technical expert provided to him by the executive officer municipality Mirzapur city. Which is reflecting his cryptic and mysterious working style promoting corruption in the department.

उपरोक्त मामले में, पुलिस ने यह सहारा लिया कि वे अर्थात पुलिस  तकनीकी विशेषज्ञ  नहीं हैं, इसलिए पुलिस द्वारा जांच संभव नहीं है जब तक कि कोई तकनीकी विशेषज्ञ अपनी रिपोर्ट प्रदान न करे। एक तकनीकी विशेषज्ञ से पूछताछ के लिए चौकी प्रभारी बाली मौर्य ने मामले को नगर पालिका मिर्जापुर के कार्यपालक अधिकारी को अग्रसारित कर दिया नगर पालिका मिर्जापुर के नगर अभियंता द्वारा विस्तृत जांच कर जांच आख्या  दिनांक-31/08/2021 पत्र क्रमांक- 194 को कार्यकारी अधिकारी, नगर पालिका मिर्जापुर शहर के समक्ष प्रस्तुत किया गया  और तदोपरांत कार्यकारी अधिकारी ने अपने स्वयं के हस्ताक्षर के द्वारा आख्या  चौकी प्रभारी बाली मौर्य को 09/09/2021 को उपलब्ध कराया संलग्न पीडीएफ दस्तावेज़ से स्पष्ट है । यह सबसे दुर्भाग्यपूर्ण है कि नगर पालिका मिर्जापुर नगर पालिका के कार्यपालक अधिकारी द्वारा तकनीकी विशेषज्ञ की रिपोर्ट उपलब्ध कराने के बाद भी चौकी प्रभारी बाली मौर्य और बाद के चौकी प्रभारिओं द्वारा मामले में कोई भी कार्यवाही नहीं कर रहे हैं। जो विभाग में भ्रष्टाचार को बढ़ावा देने वाली उनकी गूढ़ और रहस्यमयी कार्यशैली को दर्शाता है

Here this question arises that when police had not to take any action in the matter, why had they wasted the time of the city engineer and executive officer of the municipality Mirzapur city by seeking a report from them in the matter? यहां यह सवाल उठता है कि जब पुलिस को इस मामले में कोई कार्रवाई ही नहीं करनी थी  तो उन्होंने नगर पालिका मिर्जापुर शहर के नगर अभियंता और कार्यपालक अधिकारी से मामले में रिपोर्ट मांग कर उनका समय क्यों बर्बाद किया?

श्री मान जी माननीय उच्च न्यायालय इलाहबाद के दिशा निर्देश के क्रम उत्तर प्रदेश सरकार का परिपत्र इस शिकायत के साथ संलग्न है धारा १५१/१०७/११६ भारतीय दंड विधान का विवेक पूर्ण प्रयोग की नसीहत दी गयी है और दुरुपयोग पर २५००० रूपये जुर्माने की बात कही गई है किन्तु पुलिस जनसुनवाई पोर्टल पर शिकायत करने वाले हर व्यक्ति और परिवार के सदस्यों को इसमें निरुद्ध करती है अर्थात शिकायत कारण वाले हर व्यक्ति को उपजिलाधिकारी के यह से जमानत कराने के लिए तैयार रहनी चाहिए रही बात इकरारनामा  का जो ठेकेदार के साथ होना चाहिए था घर बनाने से पहले यह तो पुलिस का दूसरा मनगढंत नियम है मामले की कार्यवाही से भागने का रही बात पुलिस कहती है की यह दीवानी वाद है तो शिकायत करता छती पूर्ति नहीं चाहता बल्कि दंड दिलवाना चाहता है धोखे बाज ठेकेदार को जो पुलिस के माध्यम से संभव है

Here this question arises that when police had not to take any action in the matter, why had they wasted the time of the city engineer and executive officer of the municipality Mirzapur city by seeking a report from them in the matter? According to the guidelines of High Court of Allahabad, Section 151/107/116 of the Indian Penal Code has been advised for the judicious use by the police and a fine of Rs 25000 must be imposed on police misusing tools . But the police fabricate every person and family members who make a complaint on the Jansunwai portal. Every person with a complaint should be ready to get bail from the sub-divisional magistrate. The matter of agreement which should have been with contractor before building the house, this is the concocted rule of the police. The second matter of running away from the proceedings of the case, the police says that if it is a civil case. The complainant wants punishment for the deceitful contractor, which is possible through the police.
