Why not Rs.200 is being reversed to origin in accordance with the new guidelines of R.B.I. ?

Grievance Description
Madam can you tell me if R.T.O. Mirzapur will not accept the payment ipso facto obvious from the annexure what would be the fate of demand draft in the possession of your branch. My money is not being reversed into my account on the flimsy ground is not part of corrupt dealings to cheat the applicant by Rs.200. Whether S.B.I. is the master of that money if not when it will refund into my account if its validity will expire. I have already paid your bank commission of Rs.80 but services are like robbers.
1-Whether along with DD, Letter communication of R.T.O. Office Mirzapur is not annexed.
2-Madam first denied directly of receiving the Demand Draft deliberately.
3-I was called at the branch office on 19/07/2018 but intimation was sent on 21/07/2018.
The honourable Sir-Branch manager replied as-
Dear Sir,
The DD no 960334 payable to RTO Mirzapur of Rs.200 dated 14/05/2018 is presented in the branch with credit voucher in the name of Mahesh Pratap Singh A/c 34645721675. Draft aforesaid draft cannot be paid it has to be cancelled. Kindly present the draft with the cancellation request. However we several times tried to contact the customer but failed.
Madam may take the perusal of the first part of the submitted application cum request as –

Demand draft of two hundred was sought from state bank of India in order to pay the fee for renewal of driving licence but when RTO Mirzapur denied accepting the DD and consider an offline request for renewal of driving licence, then the applicant had no option except to encash the returned demand draft to the account opened in the state of India. Which means payment couldn’t be made consequently the amount may be refunded into account after pursuing due process which includes cancellation of the cheque.
In the last line, she replied as -However, we several times tried to contact the customer but failed.
Therefore she must provide the contact number of her bank so that I may contact her. After all, I am providing three contact numbers so that such pretty excuses may not be made by her.
With these few letters, I end the representation with expectations that concerned will take seriously in order to reform and overhaul its dilapidated corrupt dealings causing both physical and mental pain to consumers. For this applicant shall ever pray you all for kind support.

Whether it is not a reflection of the rampant corruption in the system in which old report was submitted in order to redress the subsequently submitted grievance. Here new queries were made but state bank of India where lawlessness and anarchy prevail throughout escaped from these queries which are showing it prefers to conceal wrongdoings instead of the betterment of its working style which may be consumer friendly. I am asking simply that whether I am a master of Rs,200.00 or state bank of India. Why state bank of India is not reversing the cheque amount to my account if to whom it is to be paid denied to accept the payment. I think that as the concerned are silent on the raised question implies that SBI has made it practice that in such cases after some time they themselves cheat these amounts when consumers are disappointed with such procrastination. Undoubtedly such cheaters are reaping the benefit of corruption in the system. There must be the provision of automatic reversal.
