In the view of your applicant ,there was no such corruption in state in the earlier governments installed in the state of Uttar Pradesh. On one side of screen ,we are facing the trauma of unemployment but on other side we are being robbed by the corrupt public functionaries in the state. Most surprising is that grievances forwarded by chief minister office have no values for them. We highly educated individuals are on the verge of hunger.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that whether it is not cryptic dealing of staffs of Uttar Pradesh power corporation limited that meter reading is done in every month but normative bill is made available arbitrarily . This bill is eight times the actual bill. Whether this is not day light robbery by the public staff. Hon’ble Sir may be pleased to take a glance of attached documents showing how the innocent consumers are being robbed by the corrupt staffs of Uttar Pradesh power corporation limited.
2-It is submitted before the Hon’ble Sir that Uttar Pradesh electricity regulatory commission cries like parrot but no effect on the staffs of Uttar Pradesh power corporation limited latter synchronise its voice with voice of staffs of Uttar Pradesh power corporation limited. Where is consumer grievance redressal forum of Mirzapur division? Why more than two hundred applications of aggrieved are insufficient to get the redressal of grievance of aggrieved.

A Petition has been filed by the Chairman of MVVNL, PVVNL, PuVVNL, DVVNL &KESCo in the
matter of “Installation of Meters”.
The Commission vide its Order dated May 29, 2015, on Suo-Motu proceedings on provisional
billing in case of defective meters/normative consumption for unmetered consumers&
facilitation charges done through internet, directed that in case of defective meters, the
Licensees have to use the normative consumption billing method as per the provisions
specified in the Electricity Supply Code, 2005 and for the consumers with no meters (i.e. in
the case where the consumers were given metered connection but meters are not yet
installed) the provisional billing shall continue only for a maximum period of two billing
cycles, during which the Licensees should ensure the meters get installed. Thereafter, the
Licensees shall not be entitled to raise any bill from the consumers without installation of
meters and the revenue loss on this account will be borne by the Licensees which will also
be considered as deemed revenue.
The Commission hereby directs that no Licensee will be entitled to raise any bill to the
unmetered urban consumers from 1st January, 2016,provided such consumers have not
been issued notices to get the meters installed and till a decision on their reply to the notice
is taken and the loss of revenue on this account shall be borne by the licenses, and the same
will be considered as deemed revenue.
With the above directions this Petition is disposed of.

Whether according to supply code 2005 -Well functioning meters are arbitrarily shown defective and per month 310 units are charged from consumers by ignoring the meter readings done by meter reader.
             
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.
