some documents which is illegal.  
  • DPRO Mirzapur undermined the authority of commission as well as
    senior authorities.

With due respect your applicant wants to draw
the kind attention of the Hon’ble Sir to the following submissions as follows-
                1-It is submitted before the Hon’ble Sir that whether a district
level officer like DPRO Mirzapur really couldn’t identify RTI communique . Even
a layman can understand the difference between grievance letter and RTI
Communique.
                              2-It
is submitted before the Hon’ble Sir that complaint file is missing since
three successive hearings in UPSIC ,whether there is no conspiracy to deprive
your applicant from sought information and an effort to conceal wrongdoings of
staff.                    
              3-It is submitted before
the Hon’ble Sir that complaint is of year 2009 but still awaits disposal
at the level of commission implies that there is need to penalize wrong doers
instead of procrastination on the complaint on flimsy ground.    
                   
 4-It is submitted before the Hon’ble Sir that DPRO Mirzapur floated
the provisions of transparency act in order to conceal its wrong doings but it
seems that information commission is ombudsman without teeth before the
bureaucrats like DPRO Mirzapur.              
                     
                     
                     
                   
 5-It is submitted before the Hon’ble Sir that  DPRO Mirzapur made
the mockery of law of land by overlooking the directions of seniors and
commissioners in schizophrenic way considering himself at top most position in
administrative hierarchy.              
  6-It is submitted before the Hon’ble Sir that on 19-June-2013
, next date of hearing is fixed in UPSIC. Please direct DPRO Mirzapur to regard
the direction of commission and at least may appear before commission in order
to keep its dignity intact.  Please take appropriate step in accordance
with the law so that poor and downtrodden as well as your applicant may get
justice. For this your applicant shall ever pray you Hon’ble Sir.   
This lackadaisical approach was an attempt to suppress the democratic and
legitimate voice of your applicant, indicates sheer tyranny of concerned DPRO.
. This is clear cut abuse of post by an administrative officer in order to make
soundless the whistles.

Uttar Pradesh sent letter no.PMO 6051058/34-Public Complaint-1/2013 dated
06/09/2013 addressed to commissioner Vidhyachal division with direction that
application of Mr. M.P. Singh dated. 13/06/2013 is being sent to you for quick
action and action taken must be apprised to Applicant and PMO and under signed.
Copy was also sent to me and PMO.
 
Here your applicant have sought the copy records which are either missing from paper book or falsely accepted by A.C.J.M. Mirzapur that D.M./DPRO complied the order of the court.Since the wrong has been committed by staff of judiciary so by not providing sought information to your applicant ,District judge only shielding the wrong doers.

  1. Hon'ble Sir that on 8-July-2014 , next date of hearing is fixed in UPSIC. Please direct DPRO Mirzapur to regard the direction of commission and at least may appear before commission in order to keep its dignity intact. Please take appropriate step in accordance with the law so that poor and downtrodden as well as your applicant may get justice. For this your applicant shall ever pray you Hon'ble Sir.   2. Here role of court is not justified but partial. Petitioner submitted forged documents and summoned Yogi ji on the ground of those documents but when Yogi Ji drew the attention of court ,then court accepted it that forgery was made but advised him to take shelter in appropriate court and when documents were sought under Right to Information Act 2005 ,then even after taking Rs.1000.00 ,not a single point information was made available and various letters were sent by High court but those were overlooked by District Judge Mirzapur.
