Whether to misinform RTI portal and sending communications at anonymous address is justified?

Whether it is justified to misinform the RTI portal of government of India in regard to reply made by CPIO consumer affairs?

With due respect, the applicant wants to draw the kind attention of the Hon’ble Sir to following submissions as follows.

1-It is to be submitted before the Hon’ble Sir that Reply :- Hard copy, in response to the information sought for, has been sent to the RTI applicant by Speed Post on 16/07/2018.
Here this question arises that when CPIO DOCAF/R/2018/50582 made reply on 16/07/2018, why the speed registered post sent by CPIO department of consumer affairs still unreached? If same was really sent through speed registered post to my address, then where is the receipt?

Please make available provision which empowers the company to submit same reply in different complaints. 2-Make available the role of staffs of ministry in the cases filed on website.3- Queries and complaints are invited on website by the consumers but companies never reply queries, please make available name, designation and obligatory duties of concerned public staffs. Here this question arises that why concerned CPIO is procrastinating and misinforming to the RTI portal government of India unnecessarily?
3-It is to be submitted before the Hon’ble Sir that Hon’ble Sir may be pleased to take a glance of the communication dated 27/04/2018 signed by First Appellate Authority S. S. Thakur / Director P G attached with the documents along with the annexures which is addressed to the Mr Sarath Kumar 1/100 A Bujanganur, Mettupalaym, Coimbatore, Tamilnadu -641113 but it actually dispatched to the address of your applicant. Whether such rampant practice in the department of consumer affairs is reflection of the anarchy as the concerned accountable public functionaries are being misled to who copy as information sent because they know that grievance of the addressee was properly addressed but actually it was served to an anonymous individual like me who is not concerned with the grievance. 
                

This is a humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook the rights of the citizenry by delivering services in an arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.
