An application under article 51 A of the constitution of India
to enquire in regards to Ration Card issued to lady Sadhana Singh under
National Food Security Act of the Government of India. The matter is
concerned with the Food and Civil Supplies Department, Government of Uttar
Pradesh. Aggrieved applicant-Sadhana Singh, Ration Card serial
number-219910028945, Name of the Husband-Arun Singh, Village-Nibi Gaharwar,
Post-Nibi Gaharwar, Development block-Chhanvey, District-Mirzapur, Uttar
Pradesh, PIN Code-231303. Subject-Not providing the Ration by the control
rate shop as the name of the applicant is not available in the list available
to the control rate shop keeper in the area. Most revered Sir –Your applicant
invites the kind attention of Honourable Sir with due respect to the
following submissions as follows. 1-It is submitted before the Honourable Sir
that scanned copy of the ration card is attached to the grievance so first
Honourable Sir may be pleased to take the perusal which will be instrumental
in the redressing of the submitted grievance of the aggrieved applicant. 2-It
is submitted before the Honourable Sir that screen print of the list of
Ration card holders of the month of May in the year 2019-2020 for the
distribution of the Ration card is attached to the grievance. This screen
print explicitly reveals that the name of the aggrieved applicant is missing
from the list consequently no ration was made available by the control rate
shopkeeper of this month. 3-It is submitted before the Honourable Sir that
attached Ration Card was issued by the Government of Uttar Pradesh through
its department Food and Civil Supplies on 09-12-2016. Thus we see that name
of the aggrieved Ration cardholder missed from the list after two and a half
years. Now it is the obligatory duty of the concerned public staffs to reveal
the reason of missing of the name of the aggrieved lady applicant from the
list of the Ration Card holders. This is a humble request of your applicant
to you Honourable Sir that how can it be justified to withhold public
services arbitrarily and promote anarchy, lawlessness and chaos in an
arbitrary manner by making the mockery of law of land. There is need of the
hour to take harsh steps against the wrongdoer in order to win the confidence
of citizenry and strengthen the democratic values for healthy and prosperous
democracy. For this, your applicant shall ever pray you, Honourable Sir.

itself accepted that report of the enquiry officer is still unavailable. As
the enquiry report would be made available by the enquiry officer, it would
be made available to the aggrieved. Most respected Sir, redress of the
grievance concludes with a report of the enquiry carried out by the enquiry
officer in a transparent and accountable manner and this report contains the
decision of the enquiry officer with reason. What are the decision of the
enquiry officer and the reasons culminated into the decision must be revealed
to aggrieved under subsection 1 d of section 4 of the right to information
act 2005? How the learned responsible officers of the chief minister office
could accept such ruthless dealings of the district level staffs? Whether the
third-grade redress of the grievances is not lowering the dignity of the
august portal of the government of the Uttar Pradesh?

प्रकरण की जांच क्षेत्रीय खाद्य अधिकारी के द्वारा करायी जा रही क्षेत्रीय खाद्य अधिकारी की जांच आख्या कार्यालय में अभी अप्राप्त है जांच आख्या प्राप्त होते ही आवेदक को अवगत करा दिया जायेगा। अतः उक्तानुसार प्रकरण निक्षेपित करने का कष्ट करे।

Undoubtedly because of rampant corruption in the government machinery public ad provided to the the poor and downtrodden section is not reaching to them consequently government must ensure transparency and accountability in the disbursement of public to the needy people. There is too much irregularity in the office of district supply officer Mirzapur but it is unfortunate that repeated complaints are being made to the accountable public functionaries but they are not taking any action against the wrongdoer staffs. Now a days those are entitled for the public benefits who are paying the bribe to the concerned public functionaries if they have no bribe then they are not entitled how the public fund even if they are entitled but have no money in the pocket to provide bribe.
