Whether student belonging to scheduled caste or scheduled tribe can deprived from scholarship

Whether student belonging to scheduled caste or scheduled tribe can deprived from scholarship merely on the ground that he took admission in better  course. If the government is really interested to provide aid to weaker section ,then whatever amount had to be provided for earlier course same has to be provided in the next course.

Anomalies in the disbursement of scholarship to poor ,weaker, downtrodden and deprived section in the government of Uttar Pradesh is full of flaws .  Unfortunately no concrete steps are being taken by accountable public functionaries concerned in order to remove the flaws causing deprivation of eligible students from right to public aid provided in the name of scholarship.

First be informed that scholarship is provided to students from aforementioned section carry on study without interruption but administrative set up and bureaucratic orders are proving to be blockade in reaching scholarship to aforementioned section and opening the path to cryptic dealings.
With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
  1. 1-It is submitted before the Hon’ble Sir that those students who apply for scholarship in second year as fresh because they could not apply because of inevitable reasons like unavailability of Aadhar card and so on in the first year are not provided scholarship because fresh applications of students in the second or third year are not considered for scholarship as in the case of Saba Parveen.
  2.  2-It is submitted before the Hon’ble Sir that scholarship of scheduled caste and scheduled tribe students are withheld on flimsy ground like information is not available in the university records or U. P. Board records. No action is taken even after repeated applications of the aggrieved . Some times concerned staffs cry of scarcity of fund but actually it is not so because your applicant itself traced the siphoning of huge sum of scholarship meant to scheduled cast and scheduled tribe students but concerned staffs of government shielded the wrongdoing on flimsy ground
  3. 3-It is submitted before the Hon’ble Sir that whether it is justified to deprive  scheduled cast students from scholarship on the ground that he has not completed his earlier course and took admission in better course . Whether a student is deprived from right to scholarship merely on the ground that why they have taken admission in better course. Whether the motive of public functionaries itself not clear that they themselves are not interested in providing the scholarship to scheduled caste and scheduled tribe students
  4. 4-It is submitted before the Hon’ble Sir that Anjaney Shukla took admission in B.Sc. Part one Maths group in session 2014-15 and he was neither provided  scholarship 2014-2015 nor in session 2015-2016 while he is most entitled student for scholarship. Whether such activity of concerned staffs is not arbitrary and reflecting mala fide intention
  5. 5-It is submitted before the Hon’ble Sir that there must be utmost care and attention in selecting the beneficiaries so that public aid may reach to needy but actually not so because of partial and cryptic dealings of concerned staffs of public department
  6. 6-It is submitted before the Hon’ble Sir that scholarship is provided to students when current session is over which is misused by the students like purchasing smart phones or other items not instrumental in building up their bright career. If government really wants to compensate the fee why not it pays the fee of students directly so that burden of guardians may be reduced. There are several students and their guardians who can’t pay huge sum taken by public institution in the form of fee so their wards remained deprived from education . Which is consequence of failed policies and lack of transparency and accountability in the working of public authority
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.
                                                                 Yours  sincerely

  3. Undoubtedly there is sheer tyranny and anarchy in the department and there is immediate need to curb this tyranny which is depriving weaker and downtrodden section from their rights to scholarship i.e.public aid.
