According to letter he returned back my application with annexures but actually he kept my letter and other annexures for future correspondence and returned back only postal orders with his advice note regarding transaction in order to encash the aforesaid postal orders. His hand written letter is not so legible that your applicant may understand the advice note thoroughly attached with this representation in PDF form .
With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that according to his advice note Hon’ble sub post master mentioned that he received the letter of your applicant dated 6-May-2015 for cash payment. Thereafter Hon’ble sub post master stated as-The following information is hereby instructed to you (your applicant) , please follow and take payment through issue concerning post office. It means according to him ,postal orders can be encashed only from the post office where it was originally purchased. Hon’ble Sir this is draconian ruling of the department which is not consumer friendly. Because of such practice , High court of judicature at Allahabad didn’t include postal orders  in its transactions.
2-It is submitted before the Hon’ble Sir that according to Hon’ble sub post master counterfoil was not produced . Hon’ble Sir counterfoils are pasted at R.T.I. Communique which is attached with this representation. Hon’ble Sir letter of Registrar of High court of judicature was annexed with the submissions dated 6-May-2015.
3-It is submitted before the Hon’ble Sir that  according to Hon’ble sub post master the office which issued the postal orders is not mentioned in the application . Here this question arises that whether particular office can only deal with transactions which is concerned with the purchase of postal orders. Because of such complex dealings ,High court of judicature at Allahabad didn’t accept postal orders as mode of payment.
4-It is submitted before the Hon’ble Sir that according to Hon’ble sub post master date on which these postal orders were issued is not explicit. Here this question arises that whether this is fault of your applicant. Some thing is also written on the hand written advice note but because of illegibility your applicant can’t put light.
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

  2. Hon'ble lt is too much precarious situation that public authorities in India itself behaving like looters who don't want to encash the postal orders which are bought from their departments. Whether it is justified. Whether consumers right are safe in this countr.. Ipsofacto obvious that people are loosing its faith in this democracy.
