It is obligatory duty of public functionaries to safeguard the public properties but their reluctance to take action on the representations of public spirited people concerned with large scale siphoning public fund by corrupt public functionaries and overlooking the report of audit team is signal sheer anarchy lawlessness and chaos with 100% tolerance with corruption.

1-It is submitted before the Hon’ble Sir that why no action was taken by the government of Uttar Pradesh on the following representation. Whether the adverse comment by the audit team of accountant general office is not substantial evidence for public functionaries in the government of Uttar Pradesh as still instead of taking concrete action ,concerned are only procrastinating on the representations.
Whether it is justified to overlook the audit team team of accountant general office by the staffs of government of Uttar Pradesh in order to conceal huge siphoning of public fund meant to poor and downtreodden section.

Why state government is overlooking the report of Accountant General office Allahabad as audit was done by its staff and found rampant corruption in the development activities carried by staffs of district administration in various villages.
That laws as enacted by Parliament be faithfully
executed by officials; that orders of courts should be obeyed; that individuals wishing to
enforce the law should have reasonable access to the courts; that no person should be
condemned unheard, and that power should not be arbitrarily exercised.”Where is rule of law? Transparency and accountability is the integral part of good governance but who wants to provide good governance to people of state?
Rampant corruption and deep rooted irregularity was traced by the team of A.G. Office in the development carried out by the district administration  in the village panchayat-Devari ,Police station-Vindhyachal Kotwali ,Block-Chhanbey and district-Mirzapur.
 With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that sheer irregularity was made in the expenditure of public fund Rs.1167572.00 in the aforesaid village panchayat. Before spending the amount , no estimates and other formalities were prepared and completed by the concerned public functionaries.
2-It is submitted before the Hon’ble Sir that  agency revealed in its audit report that irregularity was carried  out in financial year 2011-2012 ,2012-2013 and 2013-2014 but how much shameless act that staff of state government concerned replied to audit team of A.G. Office that set up norms being followed by the department from the financial year  2013-2014 . If norms being followed from the financial year  2012-2013, then how Rs. 541670 .00 was spent in the village panchayat in the financial year  2013-2014 by overlooking set up norms and Rs.349200.00 was spent in the village panchayat in the financial year  2012-2013 by overlooking set up norms . Consequently the audit team of accountant general office was under estimated by the block office of the government of Uttar Pradesh which is signal of sheer anarchy and administrative lapse. Please take a glance of attached documents with this representation.
3-It is submitted before the Hon’ble Sir that according to audit team material of Rs. 980000.00 was purchased without tender/ quotation on which no deduction of Rs.20000.00 as income tax from the concerned firm . When the audit team brought up notice to concerned these flaws ,they shamelessly replied that in future they will comply these set up norms. Most surprising that they don’t want to take action against the wrongdoers implies that their hands itself are in gloves.
                    
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

If norms being followed from the financial year  2012-2013, then how Rs. 485261 .00 was spent in the village panchayat in the financial year  2013-2014 by overlooking set up norms and Rs.340930.00 was spent in the village panchayat in the financial year  2012-2013 by overlooking set up norms . Consequently the audit team of accountant general office was under estimated by the block office of the government of Uttar Pradesh which is signal of sheer anarchy and administrative lapse. Whether it is justified to overlook the audit team team of accountant general office by the staffs of government of Uttar Pradesh in order to conceal huge siphoning of public fund meant to poor and downtrodden section.This is very bad practice that public functionaries in the state are making mockery of constitutional provisions and central government is overlooking it in the name that matter is concerned with state government. What is the role of his excellency must be explained before the central government .It seems that they have no constructive thinking for state only doing politics.
