Hon’ble Akhilesh Sir ,chief minister of government of Uttar Pradesh ,please provide aid/compensation to the gang rape victim. As rape is more terrific for a woman than to kill her because it kills the spirit of woman.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that matter is concerned with the gang rape with young aged woman at Bareli Bus stand in Sheeshgarh town ,District-Bareli ,state-Uttar Pradesh.  Her 14 years old child was crushed by rapists and she remained unconscious for several hours in the night of Monday under open sky and unclaimed . Initially as usual police made efforts to conceal this serious crime but in the morning of Tuesday ,this news spread like jungle fire. Hon’ble Sir, please take a glance of attached documents for detail of tragic incidence.
2-It is submitted before the Hon’ble Sir that when you were providing the government aid to the victims of Acid attacks and talking with them in order to inculcate valour to face the challenges of life ,then this tragic incidence subjected to the proceedings of Bareli police. Therefore aforesaid lady facing the trauma of rape is eligible for the government aid.
 3-It is submitted before the Hon’ble Sir that victim is entitled to public aid because of two reasons-1-Police remained failed to provide security to her 2-Department of roadways couldn’t ensure security to its passengers from whom it charges in exchange of its services. Security included in the services but department remained failed to ensure it. Since the crime perpetrators are the staffs of the department of roadways so it is obligatory duty of department of roadways to provide compensation to the victim. Please acknowledge your applicant if action is taken on his prayers so that next proceeding may be suspended.
       
 This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

It seems that he didn’t took the perusal of the R.T.I. Communique sent by your appellant.
2-It is submitted before the Hon’ble Sir that your appellant submitted R.T.I. Communique dated 17-Jan-2016 to aforesaid respondent -2 under subsection 1 of section 6 of Right to Information Act 2005 which was delivered in the office of respondent -2 on 18-Jan-2016 ipsofacto obvious from the attached speed post tracking report from the website of postal department. Hon’ble Sir may be pleased to take a glance of pages 7,8,9,10,11 and 12 of attached documents with this appeal. 
3-It is submitted before the Hon’ble Sir that when respondent number -2 didn’t make available sought information within stipulated time as prescribed under subsection 1 of section 7 of Right to Information Act 2005  ,your appellant submitted first appeal under subsection 1 of section 19 of Right to Information Act 2005  on 24-Feb-2016 before resondent-1 which was delivered in the office of respondent-1 on 25-Feb-2016 by the postal department. Hon’ble Sir may be pleased to take a glance of pages 3,4,5, and 6 of attached documents with this representation. 
4-It is submitted before the Hon’ble Sir that every one knows that under Right to Information Act 2005 ,information is made available by public information officer but here incomplete information was made available by S. P. Office Mirzapur, undersigned is Circle officer ,city Mirzapur. Hon’ble Sir may be pleased to take the perusal of pages-1 and 2 of attached documents with this representation.
5-It is submitted before the Hon’ble Sir that it seems that concerned didn’t consider it appropriate to take the perusal of R.T.I. Communique sent to respondent -2 in which point wise information was sought by your appellant and it was obligatory duty of them to provide relevant point wise information but they took under teeth the provisions of Right to Information Act 2005. Also information made available is cryptic in nature.

Communique.Hon'ble Sir every one knows that under Right to Information Act 2005 ,information is made available by public information officer but here incomplete information was made available by S.
