Ipso facto obvious from the report that matter is concerned with the state bank of India so concerned bank may refund the Rs.12900 to the aggrieved girl student Anjali Kumari belonging to the oppressed class.
Following is the report of the Social welfare department Government of Uttar Prdesh-
सम्बन्धित बैंक शाखा प्रबन्धक से शिकायत करें कि उनकी पुत्री की छात्रवृत्ति की धनराशि किस व्यक्ति द्वारा निकाली गयी तथा बैंक द्वारा दूसरे व्यक्ति को भुगतान क्यों किया गया। उल्लेख करना है कि समाज कल्याण विभाग द्वारा अनुसूचित जाति एवं सामान्य वर्ग पूर्वदशम व दशमोत्तर छात्रवृत्ति योजना नियमावली में निहित प्राविधानों के अनुसार आनलाइन आवेदन करने वाले पात्र छात्रों को छात्रवृत्ति एवं शुल्क प्रतिपूर्ति उनके बैंक खाते में किया जाता है उसके उपरांत बैंक स्तर से किसी अन्य व्यक्ति को भुगतान किये जाने के सम्बन्ध में जिम्मेदारी केवल बैंक की है जिसके लिए शिकायतकर्ता बैंक के विरूद्ध शिकायत उच्च स्तर पर करते हुए कार्यवाही करायें। समाज कल्याण विभाग द्वारा केवल पात्र छात्रों को छात्रवृत्ति एवं शुल्क प्रतिपूर्ति भुगतान किया जाता है न कि बैंक स्तर पर की गयी गड़बड़ी के सम्बन्ध में कार्यवाही। उक्त प्रकरण में विभाग द्वारा कार्यवाही किये जाने का कोई औचित्य उचित प्रतीत नहीं होता है|
Matter of fact is concerned with the Anjali Kumari D/O Harishchandra belonging to the scheduled caste whose state bank of India account was opened through the college in the Bank to provide scholarship to the student and college detail is as follows-

Grievance Description
O, Messiah of the poor, my entire scholarship was withdrawn by the corrupt staff of the social welfare department by colluding with the state bank of India, therefore, please thorough probe into the matter so that corrupt may be put behind the bar. The matter is concerned with the wrongdoings of the director social welfare department, the government of Uttar Pradesh and the local office of the state bank of India. Prayer-Hon’ble Sir Government of India has provided the Rs.12900 to Anjali Kumari and it had to reach her but still not reached, whether the matter of fact must not be subjected to an impartial inquiry as required by the law.
Sir whether Social welfare department can escape from the matter by throwing the ball into the court of state bank of India as quite obvious that such practice is quite rampant in the government of Uttar Pradesh that scholarship is taken out by opening the account in the name of students belonging to weaker and oppressed section. Several such matters were brought up to the light but nexus between corrupt political masters and corrupt elements in the departments covered the matter under the carpet. Remarks-अधीनस्थ अधिकारी के स्तर पर निस्तारित शिकायतकर्ता द्वारा की गयी शिकायत में छात्रा अंजली कुमारी की छात्रवृत्ति की धनराशि बैंक से किसी अन्य व्यक्ति द्वारा निकाल लिये जाने के सम्बन्ध में जिला समाज कल्याण अधिकारी, प्रयागराज द्वारा अवगत कराया गया है कि छात्रवृत्ति नियमावली में निहित प्राविधानों के अनुसार छात्रवृत्ति की धनराशि तो छात्रा अंजली कुमारी के बैंक खाते में ही प्रेषित की गयी थी, जबकि शिकायतकर्ता द्वारा छात्रा की छात्रवृत्ति की धनराशि बैंक एवं किसी अन्य व्यक्ति द्वारा निकाल लिये जाने से अवगत कराया गया है। उल्लेख करना है कि पूर्वदशम एवं दशमोत्तर छात्रवृत्ति योजना नियमावली में निहित प्राविधानों के अनुसार समाज कल्याण विभाग केवल छात्रों द्वारा भरे गये एवं संस्था द्वारा अग्रसारित किये गये आवेदन फार्म में अंकित किये गये अभिलेखों का मिलानपरीक्षण कर पात्र छात्रों के आवेदन पत्र में भरे गये बैंक खाते में छात्रवृत्ति एवं शुल्क प्रतिपूर्ति की धनराशि पी0एफ0एम0एस0 के माध्यम से अंतरित की जाती है। छात्रा के बैंक खाते से निकाली गयी धनराशि बैंक स्तर पर हुई है जिसके लिए समाज कल्याण विभाग का कोई हस्तक्षेप नहीं है। इसके लिए शिकायतकर्ता बैंक से सम्पर्क कर अपनी समस्या का निराकरण करायें।

Through this representation aggrieved applicant has sought interference of the Government and seeking an impartial enquiry but it seems that concerned public functionaries of the Government of Uttar Pradesh either did not understand the contents of the submitted grievance or not interested in understanding the viewpoint of the aggrieved applicant who is seeking an impartial enquiry into the matter so that whoever may be irrespective rank status and influence must be subjected to the penal proceeding of the Government of India. It seems that entire Bureaucracy of the Government of India is gamut and rhythm which must not be accepted by an honest person and how our Messiah of the poor is silent on this issue when the daughter of weaker and downtrodden section/ oppressed section is deprived of its share which has been provided by the government of India to her and undoubtedly such practices must be stopped but who will stop it is itself a question. अंजली कुमारी का केश तो मात्र नमूना है खाता भी खुद खोला जाता है और छात्र वृत्ति के लिए भीखुद ही आवेदन किया जाता है और खाते का संचालन भी खुद ही किया जाता है सिर्फ आइडेंटिटी छात्र या छात्रा की इस्तेमाल की जाती है इससे पूर्व छात्राओं द्वारा बैंक पासबुक की मांग की गई थी किन्तु तत्कालीन प्रबंधक द्वारा यह कह कर ताल दिया गया की कॉलेज का कोई स्टाफ साथ में आएगा तो तभी पासबुक प्रदान की जाएगी श्री मान जी समाज कल्याण अधिकारी इलाहबाद कहतेहै की यह मामला बैंक का है न की समाज कल्याण का अर्थात लाभार्थी के नाम पर खाता खोल कर मिल जु ल कर पैसा निकाल ले यही सरकार का उद्देश्य है इसी तरह से गरीबो और मजलूमों को उनका हक़ देगी सरकार
An FIR must be lodged in the matter but the lackadaisical approach of the accountable public functionaries making the matter more sensitive and mysterious.
Here two officers of the government of Uttar Pradesh provided its report. According to Social welfare officer Prayagraj-Matter is not concerned with his department and according to director social welfare – Feedback is insufficient. The scholarship is transferred by PFMS to accounts of beneficiary directly and copy of passbook is attached and the account number is sufficient to know that whether government fund transferred or not but here entire transaction detail is available. But the matter of fact is still unresolved that where is gone scholarship provided to Anjali Kumari by the government? Whether chief minister and prime minister provided scholarship Rs.12900 to Anjali Kumari or cheaters who operated the accounts of Anjali Kumari? Whether the matter concerned with deep-rooted corruption can be put into the garbage as done by the aforementioned officers?

3-It is submitted before the Hon’ble Sir that undoubtedly the applicant has no option except to apply for a refund of the amount to aggrieved applicant Anjali Kumari as this tragic event took place because of the lackadaisical approach and dereliction of the staffs of state bank of India.

Grievance Description –Prayer of the grievance is to provide passbook to the aggrieved girl which was neither made available nor branch manager made concrete efforts in this regard which shows that brach manager made only cunning trick to manage the grievance to get disposed of otherwise two days passed but he did nothing in this direction.
This is a humble request of your appellant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of the hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. For this, your appellant shall ever pray you, Hon’ble Sir.

The matter is too much serious what ever scholarship was provided to the girls student was withdrawn from her account and most important thing is that how an anonymous person can operate the bank account which was opened by the girl student through the college. Within 6 months numerous representation were submitted before the accountable public functionaries of the Government of India but they only procrastinated and in the matter now social welfare department is saying that matter is purely concerned with the State Bank of India so grievances must be submitted before the State Bank of India but they themselves can take action but not done by them because they do not want that their setting maybe affected because of such proceedings.
Whether they have forgot their fundamental duties that they have to safeguard the public property if something is wrong and public fund is not reaching to the the needy person then it is their obligatory duty that they must investigate the matter. After more than 6 months of procrastination they did not take solid and strong action in the matter when the matter is concerned with the deep rooted corruption in the disbursement of scholarship.
