Today your applicant made contact to CGRF Mirzapur on Mobile number-9838648054 as available on the website of Uttar Pradesh Regulatory Commission through my Mobile number-7379105911 at 11:35 AM and talked to stranger ( individual) for duration 2 minutes 17 seconds. This was a voice call . The stranger on the mobile phone told your applicant that he was engaged in the service of consumer grievance redressal forum five years ago. It increased the curiosity of your applicant in the stranger as mobile number made available at the website of Regulatory commission.

With due respect your applicant wants to draw the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that consumer grievance redressal is the integral part of democratically elected  government but who cares so in this anarchy . If the Government of Uttar Pradesh is really interested to provide justice to its citizenry ,then why overlooking the consumer rights of its people by allowing sheer anarchy and chaos in the system.

Uttar Pradesh Electricity Regulatory Commission through its secretary suggested your applicant to submit grievance before CGRF Varanasi and later suggested to submit grievance before CGRF Mirzapur.

Hon’ble Sir- Most surprising that your applicant has never heard about such grievance redressal body in Mirzapur district. On the website of Uttar Pradesh Regulatory authority/commission  , there is description of few grievance redressal forums and your applicant also took a glance of cases disposed by such forums but I was curious about the cases which were redressed by consumer grievance redressal forum Mirzapur but couldn’t find those cases. The link which was provided by the secretary Uttar Pradesh Regulatory Commission is not working now. But the e-mail address made available  by secretary Utter Pradesh Regulatory Commission was of Varanasi consumer grievance redressal forum as there was only Mobile number which was available for C.G.R.F. Mirzapur.

1-It is submitted before the Hon’ble Sir that your applicant have got few startling facts about consumer grievance redressal forum Mirzapur. Today your applicant was watching the progress summary /performance report of various consumer grievance redressal forums , I was shocked to see that total complaint pending during the month ,complaint disposed during the month , complaints in which interim stay orders issued during the month and complaints pending at the end of the month all found zero regarding matters pertained to billing/arrears ,metering ,new connection , permanent disconnection , load reduction /enhancement , quality of supply and others . For kind information of Hon’ble Sir that your applicant have attached the PDF document having report of months Feb-2015, March-2015 , Appril -2015 , May-2015, June -2015 and July-2015 . Hon’ble Sir may be pleased to take a glance of these documents.
2-It is submitted before the Hon’ble Sir that now your applicant have understood the secrecy of tyranny and rampant corruption in the department of electricity district-Mirzapur . Hon’ble Sir from the subject of representation even a layman can understand the matter that it relates to function of Electricity Regulatory Commission but aforesaid staffs of commission either really incompetent to understand or mocking in planned way that they are not understanding the contents which is quite common in the system . If the order passed by Uttar Pradesh Regulatory Commission actually followed by the electricity companies , most of the grievances would be automatically redressed.
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.

2-It is submitted before the Hon’ble Sir that why website of Uttar Pradesh regulatory authority  was not updated and still making available to its visitors the Mobile number of an individual who was in service of C.G.R.F. Mirzapur five years ago. Whether such Electricity Regulatory Commission can do justice with the people of state who instead of taking interest in tackling the problems of consumers prefers to mislead the consumers by providing the Mobile number of non service staff whose credibility was under suspense. Whether this is not a dilapidated system which staffs act in the schizophrenic way.

Undoubtedly C.D.O. Mirzapur exposed the real character of local office of department of UPPCL and Executive Engineer Y.N. Ram under whose supervision wrongdoing is mushrooming but who will bell the cat?

Hon’ble Sir -Large scale irregularity in the office of Uttar Pradesh Power corporation Limited at Mirzapur district was found  by team which raided the store office  and workshop under the guidance of C.D.O. Mirzapur. Team headed by C.D.O. Mirzapur found that when transformers are carried on by consumers by their own vehicles ,then why staffs of UPPCL and contractors in caucus siphoning millions of public fund by transporting transformers on papers only. Whether it is justified. Hon’ble Sir may be pleased to take a glance attached image to know the corrupt activities going on in the department of UPPCL.

Hon’ble Sir if there is substantial evidence of siphoning of huge public fund by the staffs of  Uttar Pradesh power corporation limited, then concerned agency may initiate to take action against wrongdoers so that aggrieved may get relieve from pains.

1-It is submitted before the Hon’ble Sir that according to news papers and available public documents it has been proved fact that there is scandal of thousands of crores of public fund and such huge amount can’t be siphoned by merely staffs of company and brokers without active cooperation of staffs of department of electricity of government of Uttar Pradesh. Please take a glance of attached documents with this representation.

If the new tariff rate 155 unit per kilo watt on domestic connection in Urban area and 120 unit per kilo watt in rural area for those having defective meters or without meters was issued in the month of March  by commercial director ,then how it was enforced in the month of February bill issued on 11/03/2015 . Whether this order had retrospective effect.

Here this question arises that when the action was taken by electricity regulatory commission on the representation of state electricity consumer council , then why managing directors of  electricity companies overlooked such public spirited directives itself contempt of constitutional authority and substantial evidence of sheer tyranny and indiscipline in the department of electricity. Please take a glance of annexures reflecting wide spread corruption in the department of electricity.

Hon’ble Sir undoubtedly Executive Engineer EDD II Mirzapur made available arbitrary bill four times the actual bill and overlooking the meter reading of licensee .

Section 142. (Punishment for non-compliance of directions by Appropriate Commission): In case any complaint is filed before the Appropriate Commission by any person or if that Commission is satisfied that any person has contravened any of the provisions of this Act or the rules or regulations made thereunder, or any direction issued by the Commission, the Appropriate Commission may after giving such person an opportunity of being heard in the matter, by order in writing, direct that, without prejudice to any other penalty to which he may be liable under this Act, such person shall pay, by way of penalty, which shall not exceed one lakh rupees for each contravention and in case of a continuing failure with an additional penalty which may extend to six thousand rupees for every day during which the failure continues after contravention of the first such direction.

  2. Whether this is not signal of rampant corruption in the system where letters of chief minister office is overlooked. Most surprising is that managing director of UPPCL lowered the dignity of chief minister office and which is more surprising is that chief minister office didn't take this indiscipline seriously.
