Undoubtedly online RTI portal may be seen as one of the accomplishments of the Government of Uttar Pradesh in order to promote transparency and accountability in the working of the public authorities but it seems that accountable public functionaries in the Government of Uttar Pradesh are not interested towards the good governance as the basic amenities like online RTI portal is paralyzed and not a single information is being provided to the information seekers on this portal which is showing that bureaucrats are not under control in the  Honourable Chief Minister, Government of Uttar Pradesh as they are only doing according to their will and creating total mismanagement and Anarchy in the Government of Uttar Pradesh and there is no effective control mechanism on the bureaucrats in the state which is quite obvious from the working style of the bureaucrats in the state which reflects in tyranny and arbitrariness in their working. Think about the error messages displaying on the website of online RTI portal quite obvious from the following message displayed on the screen when efforts were made to submit an appeal as SPIO did not communicate even after one month and three weeks.

1-It is submitted before the Hon’ble Sir that  51A. 3-It is submitted before the Hon’ble Sir that whether our law of the land allows arbitrariness and tyranny if not why such lawlessness and anarchy in the government machinery? There must be the supremacy of the law sir.

This has always been the basic understanding of the rule of law that propounds that the law rules over all people including the persons administering the law. The lawmakers need to give reasons that can be justified under the law while exercising their powers to make and administer the law.

Undoubtedly it is complete mis management if State Public Information officers are not providing information sought by the information seekers it is mockery of the law of land because it is tantamount to throw The Right to Information act 2005 into dustbin and same thing is performed by the state functionaries in the state as several applications are submitted under RTI act 2005 but not a single information is being provided by the concerned State Public Information officers on flimsy ground. Undoubtedly action must be taken against these Public Information officers but Modi Government and yogi government is not taking any action even those penalties which are imposed on the wrongdoer public information officers are not recovered by the accountable public functionaries in the state.

Whether a wrongdoer will give the reasons of its wrongdoings?

If the wrongdoer will have to give the reasons of its wrongdoings then there will be accountability in the government machinery and this is against the rule of Anarchy and now we are facing Anarchy in this largest democracy in the world.
