Grievance Description  श्री मान जी दो करोड़ की खाद क्षति ग्रस्त गयी है वर्षा के जल से जो की संलग्नक से स्पष्ट है किन्तु कोई दोषी नहीं है किसी की भी जिम्मेदारी तय नहीं हो सकती है यहां तक की जो खाद शीत से ख़राब हो सकती है वह
पूरी तरह से वर्षा जल से सराबोर होने के बावजूद ख़राब नहीं हुई क्योकि हमारे अधिकतर
नेता किसान पुत्र है और उनके रहते किसानो का कभी कोई अहित हो ही नहीं सकता पूरा
प्रकरण ठंडे बस्ते में डालने की तैयारी है प्रार्थी दो वर्षो से लगातार संघर्ष कर
रहा है श्री मान जी संलग्नको का अवलोकन करे कोई तो उस दो करोड़ की खाद के नष्ट होने
के लिए जिम्मेदार है चाहे वह केंद्र सरकार के रेल मंत्रालय का कर्मी हो या उत्तर
प्रदेश सरकार का कोई कर्मचारी क्योकि ट्रक और लद रही भीगी खाद का फोटो मीडिया
रिपोर्ट चिल्ला चिल्ला कर कह रहा है की दो करोड़ की खाद वर्षा के जल से भीग कर नष्ट
हो गयी और केंद्रीय मंत्रालय के कर्मचारी और उत्तर प्रदेश सरकार के कर्मचारी एक
दुसरे को सुरक्षित कर रहे है लेकिन इतने बड़े हुजूम से कोई योद्धा नहीं निकला जो यह
कहता की नहीं दो करोड़ की खाद का हिसाब दो आँख से गड़बड़ी देख कर आँख मुदना कहा की
बहादुरी है

Subject cum prayer-Fertilizer more than twenty million rupees wasted because of the negligence of the staff of the Railways because of rain water but no one was made accountable for this serious lacuna. Most surprising is that staffs of the Railways didn’t learn a lesson from the tragic incidence of dated 09-Jun-2017 so again a loss of more than one crore rupees of the fertilizer ocurred on 10-July-2017.
Please direct the concerned respondents to fix the accountability of the concerned staffs whose dereliction in the duty caused to huge loss to the public exchequer i. e. more than twenty million rupees which can’t be overlooked.
Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows.


1-It is submitted before the Hon’ble Sir that  51A. Fundamental duties It shall be the duty of every citizen of India (a) to abide by the Constitution and respect its ideals and institutions, the National Flag and the National Anthem;(h) to develop the scientific temper, humanism and the spirit of inquiry and reform;

(i) to safeguard public property and to abjure violence;

(j) to strive towards excellence in all spheres of individual and collective activity so that the nation constantly rises to higher levels of endeavour and achievement

मोदी सर सिर्फ आप के अकेले प्रयास से देश थोड़ी सुधरेगा अब प्रस्तुत प्रकरण को ही लीजिए जिसमे रेलवे बोर्ड ने इतने गंभीर प्रकरण को 
कितनी लापरवाही से लिया पूर्व में हुए इतने बड़े नुकसान को नजरअंदाज किया और दूसरा बड़ा नुकसान हो गया | 
Subject –Again 25 thousand Bories of fertilizer damaged which caused one Crore loss to public exchequer because of carelessness of concerned staffs of government at Mirzapur Railway station.

1-It is submitted before the Hon’ble Sir that you Hon’ble Sir didn’t take seriously the representation of your applicant dated 09-Jun-2017 having subject as An application under Article 51 A of Constitution of India, in order to check the action taken by concerned public functionaries accountable in regard to huge loss to public exchequer.

Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows. 1-It is submitted before the Hon’ble Sir that undoubtedly matter was taken up in the vernacular daily Amar Ujala but it seems that concerned paid no due care to published news story in the leading daily. Please take a glance of attached PDF Documents with this representation. 2-It is submitted before the Hon’ble Sir that on one side of screen our political masters are never tired in talking about development but fertilizer of ten million rupees damaged but it seems that neither state government nor central government functionaries want to speak single in regard to blunder made concerned public functionaries accountable. Whether any nation can develop by allowing such losses? 3-It is submitted before the Hon’ble Sir that it is well known fact that any action of government is undertaken after studying the pros and cons of it but it seems that our public servants are always busy in thinking about tricks to pressurize the government to increase salary and perks not about the delivery of services in order to make it better. Think about fifty percent population which is unemployed and whose families are on the verge of hunger but those somehow arranged to get job in government sector amassing huge wealth from public exchequer without performing responsibilities allocated to them by our governments.                             This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? सर, आपका परिवाद प्राप्त हुआ, धन्यवाद I उक्त सन्दर्भ में आपको अवगत कराना है कि मिर्ज़ापुर गुड्स साइडिंग में 10 वैगन एवं खुले में 32 वैगन प्लेस किये जाते है I मिर्ज़ापुर में आये खाद के रेक को हैंडल कर रहे PCF के प्रतिनिधि द्वारा बारिश होने की संभावना ब्यक्त करते हुए वैगन से सीधा ट्रक में मॉल लोड करने की लिखित अनुमति मुख्य माल अधीक्षक/ मिर्ज़ापुर से मांगी गयी थी, जो उन्हें रेलवे से किसी भी प्रकार का क्लेम करने की शर्त के साथ मुख्य माल अधीक्षक/ मिर्ज़ापुर द्वारा प्रदान की गयी थी इसमे किसी भी रेलवे कर्मचारी का दोष नही है I

Undoubtedly the following points are noteworthy of the public spirited individual which explicitly indicates the dereliction of the duty as loss could avoided with little efforts.
Hon’ble Sir that when the fertilizer could be directly loaded to trucks from Railway wagons, then why it was at the Railway platform and most noticing thing is that when already one month earlier a loss of one crore fertilizer occurred and complaint made one month earlier was not taken seriously.

Here this question arises that if the loss of the fertilizers could be avoided by direct loading the fertilizer from railway Wagon to the trucks then why concerned did not do so? Most relevant question is that why both the central government and the Government of Uttar Pradesh are mute spectators of it when they know well that huge amount of fertilizer was destroyed because of rain water and accountability is still not being fixed by them of the concerned staff because of dereliction of duty of those this tragic event took place.

Undoubtedly matter is serious as our accountable public functionaries have shut their both the eyes and ears. As per law they had to take action against the wrongdoers staffs but here corruption is rampant and legitimate actions are put into dustbin because in such actions their pockets are never filled.It seems that humanity has lost in this largest democracy in the world.
