Whether Government of Uttar Pradesh will ever appoint I.Cs. in order to fill up vacant posts.

The
Uttar Pradesh government has for the first time advertised to fill up the posts
for information commissioners (ICs) and imposed a fee of Rs 2,000 to ward off
frivolous applicants. The state has eight vacant posts of information
commissioners.
The
government feels that the fee would discourage fresh graduates, engineering and
medical passouts from applying as the minimum qualification is graduation.
Senior officials in the administrative reforms department (ARD) said initially
Rs 10,000 was proposed but it was later fixed as Rs 2,000. “This is to
discourage graduates from applying. Had there been no fee, we would have
received lakhs of applications,” said principal secretary, ARD, Prabhat
Kumar Sarangi.

Here
this question arises that despite this why irksome delay is being made by state
functionaries in the appointment of information commissioners in the state.
Backlog of pending cases are increasing day by day but the Government of state
instead of taking solid action only procrastinating on this issue. This is
signal of anarchy in the state as prescribed set up norm don’t support such
longer delay. Initially bureaucrats of state took the recourse pending
litigation in regard to appointment of I.Cs. And C.I.Cs. in the apex court but
now they are showing they are carrying on entire state into a ditch. O God help
us in escaping from the clutches of corrupt executives ,bureaucrats and

  1. Hon'ble friends-Senior officials in the administrative reforms department (ARD) said initially Rs 10,000 was proposed but it was later fixed as Rs 2,000. Whether this is signal of good governance and rule of law is being followed. These money minded public functionaries don't see any thing except money. Here fee is charged from applicant so that there may be no burden on the Government in processing the application but they have made it means to earn profit. They should join the service of a private company as such buttering will please the company owner.

  2. This is very wrong practice on the part of state government that it is supporting the non recovery of imposed penalties from erring PIOs. Whether transparency and accountability can be promoted by non implementation of the order of transparency panel as going on in this largest state of India. Every one is apprised with this fact that why information is not being provided to information seekers. Less number of information commissioners reflects the motive of state government that it itself supports non disclosure of information through various PIOs.
