The subject-an appeal was filed under subsection 1 of section 19 against the denial of sought information by the CPIO, on 11/09/2017 and concerned FAA disposed the appeal on 26/02/2018 i.e. after 5 months 15 days. Whether it is not a mockery of Right to Information Act 2005?

Reply:- MGKVP University Varanasi, being State University eligible to receive central assistance under section 12B of the UGC Act, has been receiving grants under various schemes which are regulated through various bureaus division of the Commission. information on the Consolidated amount of grants received by the University may be obtained from the university which is also a public authority under RTI Act, 2005. 
With regard to redressal of grievances of the students, all the universities are required to set up grievance redressal mechanism. You may approach the university in this regards.

4-It is submitted before the Hon’ble Sir that RTI Application and supporting documents are attached with this representation. Whether central government department providing assistance to state university can’t provide the detail of amount to information seeker under Right to Information Act 2005. If the department concerned forwarded the RTI Application to state university and university overlooked the communication of central department implies that both the university and department are acting in caucus with each other to conceal the wrongdoing.
                 This is a humble request of the applicant to you Hon’ble Sir that it can never be justified to overlook the rights of the citizenry by delivering the services in an arbitrary manner by floating all set up norms. This is the sheer mismanagement which is encouraging wrongdoers to reap the benefit of loopholes in the system and depriving poor citizens of the right to justice. Therefore it is the need of the hour to take concrete steps in order to curb grown anarchy in the system. For this, your applicant shall ever pray you, Hon’ble Sir.

Undoubtedly First Appellate Authority made the mockery of Right to Information Act 2005 but thinks seriously about the violations of provisions of Right to Information Act 2005. We citizenry of India are facing precarious situation but with the grace of God, we will survive in this anarchy and lawlessness.
