Hon’ble Sir-On 14-Aug-2015 ,meter reader of Executive Engineer EDD II Mirzapur made available electricity bill of Rs.8472.00 to your applicant by overlooking the direction of Uttar Pradesh Regulatory Commission.Please take a glance of order passed by Uttar Pradesh Electricity Regulatory Commission.

He also submitted that, in reply to the objection of the U.P Rajya Vidyut Upbhokta Parishad
regarding normative billing, UPPCL had submitted that the unmetered consumers are billed
on flat rate and the provisional units fixed for booking against such consumers is totally for
academic reasons and for proper accounting of distribution as well as AT&C losses of a
particular area, then why the unmetered urban domestic consumers are billed on the basis
of 155 per unit per kW per month without the approval of the Commission.
श्रीमान  जी  हर मोहल्ले में ५० परसेंट कनेक्शन विद्युत् विभाग द्वारा अपने फोर्थ ग्रेड या संविदा पर नियुक्त कर्मचिरियों द्वारा दिया जाता हैं जाँच के समय जिनका कनेक्शन विद्युत् कर्मचारिओं द्वारा खुद ही काट दिया जाता हैं बाद में खुद ही जोड़ दिया जाता हैं जिनसे १५० से २०० रूपये मासिक विभाग के छोटे कर्मचारिओं  के माध्यम से की जाती हैं इसका भार law abiding उपभोक्ताओं पर डालना किसी भी ढंग से न्याय सम्मत नहीं हैं |इस लाइन लोस की वसूली अवर सहायक व अधिशाषी अभियंताओं की तनख्वाह से की जाय जो न्याय हित में होगा अन्यथा चुनाव उपरांत खाता खुलना मुश्किल हो जाएगा  श्री मान जी ३१० यूनिट पर दो  किलो वाट तो अब भी वसूला जा रहा है यह मेरा सातवां बिल है इस आधार पर आप के प्रभावहीन आदेशो का कोई असर नहीं हैं जनता इस आराजकता से त्रस्त हैं ठोस कार्यवाही चाहती है
Thus, the Commission after taking into consideration the above facts and considering the
constraints being faced by the Licensees on the procedural, procurement, financial and
other matters directs the Licensees to use the normative consumption billing method for
defective meters as per the provisions specified in the Electricity Supply Code, 2005.
However, for the consumers with no meters (i.e. in the case where the consumers were
given metered connection but meters are not yet installed) the provisional billing shall
continue only for a maximum period of two billing cycles, during which the Licensees should
ensure the meters get installed. Thereafter, the Licensees shall not be entitled to raise any
bill from the consumers without installation of meters. It is further clarified that the revenue
loss on this account must be borne by the Licensees and the revenue loss would be
considered as deemed revenue. Thus, appropriate accounting in this regard must be done
by the Licensees.
Further, the Commission also directs the Licensees that before changing / revising any
consumption norms, prior approval of the Commission must be taken by the Licensees in

dated 28.4.2015 respectively regarding charging of MD penalty and additional fixed charge from the (domestic)
consumers.
I have been directed to say that you may take immediate action for modifications in billing software to remove any
such anomalies, if any, in the case of LMV-1 (domestic) consumers.
Further you may take immediate action for modification in billing software, if any, to provide benefits to LMV-1
(domestic) consumers as per Clauses 6 & 7(ii) [for eg. 75%] of the General Provisions of the Rate Schedule of the
Tariff Orders for FY 2013-14.
If any excess amount has been charged on account of MD Penalty and additional fixed charge, then it shall be duly
adjusted in the next two billing cycles of the respective consumers.

  2. There is substantial evidence of looting the customers but no accountable public functionaries will take action against wrongdoers as no one provide the donation to political parties.
    Mostly the chief information commissioners come from kingdom of anarchy i.e.Babudom. How any thing positive can be expected from him. Executive Engineer EDD II Mirzapur didn't provide the sought information. Whether a bureaucrat can provide justice to people of country who remains always self centred. . O God save our country from clutches of corrupt public functionaries.
    Pockets are filled with corrupt money and all the luxuries items are available at the home ,then why they will attend the grievances of people which will block all such facilities.Undoubtedly growing corruption is on its zenith and its victim is poor and downtrodden section . Government is providing huge sum as emoluments of salary but there is no contentment is showing that deterioration is soon.
