Grievance Description : Subject -During the redressing of a grievance, staffs of a service provider adopts a logistic approach but here public authority department of railways is totally failed and its working style reflects sheer tyranny. Most revered Sir –Your applicant invites the kind attention of Hon’ble Sir with due respect to following submissions as follows. 1-It is submitted before the Hon’ble Sir that please take a glance complainant dated 23 Aug 2017 registered at public grievance portal of government of India with Registration Number MORLY/E/2017/15445 by your applicant Kishan Patel received by Ministry of Railways, ( Railway Board) and forwarded to Divl. Commercial ManagerALD named Shri Naveen Dixit designated as Sr.DCM II bearing address DRM office, NAWAB YUSUF ROAD Allahabad 211001 with contact number -9794837955. For detail, Hon’ble Sir may be pleased to take a glance of attached documents with this representation. 2-It is submitted before the Hon’ble Sir that please take a glance of communication addressed to your applicant dated-30/08/2017 bearing illegible initial of sender on behalf of senior divisional commercial manager ,N.C.R. Allahabad. For detail, please take a glance of attached documents with this representation. Focus of aforementioned communication is as follows – 2a-Initial paragraph is deviation from the core issue in deliberate manner as well planned strategy of cryptic reply. 2b-Applicant didn’t appear within three hours therefore ticket couldn’t be taken back also a speculation to divert the attention from core issue raised in grievance. 2c- Avinash Kumar Shukla mentioned in grievance, no staffs of such name is working in the booking office of Allahabad Junction Railway. 3-It is submitted before the Hon’ble Sir that your applicant replies aforementioned points 2a, 2b, 2c as follows- 3a-Matter is concerned with undue delay of Purusottam Express not Kaifiat express. Concerned may not be allowed to give new turn to contents of grievance. 3b-Parrot reply was made without taking a glance of grievance and its attached documents because ipso facto obvious from cancelled ticket that ticket was cancelled but charges were not refunded as obvious from stamped matter 3c-Subject of submitted grievance is as-Ticket was cancelled but charges were not refunded by concerned and subordinates of Hon’ble Avinash Kumar Shukla posted at Allahabad junction at responsible post humiliated your applicant before him but he couldn’t speak single word and when your applicant asked to make complaint with Railway minister Mr. Suresh Prabhu ji, then he also undermined the authority of Hon’ble minister of Railways. Whether they really don’t know Avinash Kumar Shukla who is posted at commercial manager post? This is sheer corruption and poor and downtrodden section is crushing in it. This is a humble request of your applicant to you Hon’ble Sir that how can it be justified to withhold public services arbitrarily and promote anarchy, lawlessness and chaos in an arbitrary manner by making the mockery of law of land? There is need of hour to take harsh steps against the wrongdoer in order to win the confidence of citizenry and strengthen the democratic values for healthy and prosperous democracy. Details : सर, आपका परिवाद प्राप्त हुआ, धन्यवाद I उक्त सन्दर्भ में आपको अवगत कराना है कि साधारण (जनरल) टिकट किसी विशेष गाड़ी के नाम या नं. से जारी नही किये जाते है I दिनांक-23.08.17 को गाड़ी कैफियत एक्स. दुर्घटनाग्रस्त होने के कारण पुरुषोतम एक्स. समेत सभी गाड़ियाँ अत्यंत विलम्ब से चल रही थी I टिकट लेते समय व जन उद्घोषणा प्रणाली के माध्यम से भी गाडियों के विलंबन की सूचना देकर यात्रियों से गाड़ी की जानकारी करके ही टिकट लेने का आग्रह किया जा रहा था I इसके बावजूद टिकट लेने के तीन घंटे के अन्दर टिकट वापसी के लिए पहुंचे 325 यात्रियों का रिफंड मुख्य बुकिंग सुपरवाइजर व वाणिज्य निरीक्षक की देख-रेख में नियमानुसार कराया गया I आप अपने टिकट पर रद्दीकरण की मुहर लगवाकर टिकट के बिक्री समय से तीन घंटे के बाद रिफंड हेतु गए, जिसे कंप्यूटर सिस्टम द्वारा स्वीकार नही किया गया I इसमें कार्यरत कर्मचारी की कोई गलती नही है I जवाब सक्षम अधिकारी द्वारा अनुमोदित है I

आप अपने टिकट पर रद्दीकरण की मुहर लगवाकर टिकट के बिक्री समय से तीन घंटे के बाद रिफंड हेतु गए, जिसे कंप्यूटर सिस्टम द्वारा स्वीकार नही किया गया I इसमें कार्यरत कर्मचारी की कोई गलती नही है I जवाब सक्षम अधिकारी द्वारा अनुमोदित है| Whether it is not corruption that once the ticket was cancelled, then refund had to be made by the concerned staffs of Railways.
