ने पुलिस में शिकायत दर्ज कराई है कि एक जज ने अपने चैंबर में उनके साथ
छेड़छाड़ की.
पीड़ित लड़कियों में से एक की उम्र तेरह साल है, और दूसरीकी इक्कीस साल.
दोनों अलग-अलग परिवारों से हैं और दोनों के साथ यह घटना एक ही दिन पर अलग
समय पर हुई.                                एक लड़की का आरोप है कि जज
ने उससे शॉल हटाकर कपड़े उतारने को कहा, जिससे वह उसकीउम्र का पता लगा
सके.
लड़की ने अपने बयान में कहा है कि इसके बाद जज ने उसका सीना छुआ और सलवार
उतारने को कहा. इस पर लड़की रोने लगीऔर कहा कि यह सब मुझसे नही होगा.
                                       दूसरी लड़की ने भी इसी तरह
काबयान दिया है. उसका कहना है कि जज ने कपड़े न उतारने पर गलत बयान लिखने

निदेशक अरुण कुमार का कहना है कि चूँकि यहशिकायत जज के अपनी अदालत के
कार्य से सम्बन्धित है. इसलिए पुलिस ने मुकदमा सीधे मुकदमा दर्ज करने के
बजाय जिलाजज के अलावा हाईकोर्ट के रजिस्ट्रार जनरल को भी शिकायत भेज दी
है.
पता चला है कि गृह विभाग ने इलाहाबाद हाईकोर्ट के चीफ जस्टिस के कार्यालय
को भी पूरी जानकारी भेज दी है और उनके रुख काइन्तजार किया जा रहा है.

2-It is submitted before the Hon’ble Sir that  why CPIO didn’t return
the Postal orders submitted by your appellant and sought additional
fee which was illegal? CPIO returned the postal order when Registrar
general directed him to do so. Your appellant had already submitted
the postal orders in district court two times   which was accepted and
even earlier CPIO itself didn’t raise the issue of postal orders .
Here behaviour of CPIO is cryptic which must be checked.

Hon’ble Sir may take appropriate action in accordance with the law so
that coterie of wrongdoers who wants their supremacy at the cost of
anarchy may be subjected to penal proceedings of law of land. For this

        Hon’ble Sir your applicant has paid commission to postal department
which is government operated system and Registrar General of High
court at Allahabad quotes in its order as-
        I have gone through the entire material on record and found that
appellant had not furnished the requisite fee in accordance with the
rule 3 and 4 of the Allahabad High court (Right to Information) Rules
2006 ,as amended ,even after the request of CPIO made vide letter
dated 11.06.2014 .The rule 4 of the Allahabad High court (Right to
Information) Rules 2006 ,as amended stipulates that each application
shall be accompanied by cash or draft or pay order in favour of the
registrar general ,High court ,Allahabad and applicant has furnished
the fee in the form of Indian Postal Order and the same is not valid
instrument for the submission of fee in this public authority.
        The CPIO was also required to return the Indian Postal Order of Rs.
500.00 annexed with the application dated 05.06.2014 under RTI Act
2005 read with Allahabad High court (Right to Information) Rules 2006.
The CPIO is also directed to return the Indian Postal Order of
Rs.500.00 annexed with the application dated 5.6.2014 . Here this
question also arises that why CPIO demanded additional amount through
its cryptic letter dated 11.6.2014 ? Please take a glance of

provisions of constitution to deprive citizenry from government
services by making own arbitrary rules by a public authority whose job

through which salary of Hon’ble judges is paid.

Order (launched by the Department of Posts, Ministry of Communications
& IT, Government of India on 13th Feb 2014), is a facility to purchase
an Indian Postal Order electronically by paying a fee on-line through
e-Post Office Portal https://www.epostoffice.gov.in or India Post

यूपी के गोंडा जिले में एक जज पर 13 साल की एक किशोरी के साथ छेड़छाड़
करने का आरोप लगा है। किशोरी के परिजनों ने इस संबंध में पुलिस में
शिकायत दर्ज कराई है। जज की गिरफ्तारी की मांग को लेकर वकीलों ने बुधवार
को कोर्ट का बहिष्कार किया और जज के चैंबर में तोड़फोड़ की।
परिजनों ने अपनी शिकायत में कहा कि एक मामले में जज ने यह जांचने के लिए
कि उनकी बेटी नाबालिग है या नहीं, उसके कपड़े उतरवाए और उसके साथ
छेड़छाड़ की। वहीं 21 साल की एक अन्य महिला ने भी आरोप लगाया कि जज ने
उसके साथ भी उसी दिन अंपने चैंबर में छेड़छाड़ की। महिला के मना करने और
शोर मचाने पर मजिस्‍ट्रेट ने उसका ‘बयान खराब करने’ की धमकी तक दे डाली।
हालांकि महिला ने पुलिस से इस मामले की शिकायत नहीं की।
मी‌डिया रिपोर्ट के मुताबिक यह जज इन दोनों महिलाओं के अपहरण के मामले की
सुनवाई कर रहा था। पुलिस अधिकारियों ने बताया कि जज के खिलाफ मामला दर्ज
करने के लिए उसे इलाहाबाद हाईकोर्ट से अनुमति लेनी होगी, जिसका इंतजार
किया जा रहा है। Hon’ble Sir-With due respect your applicant wants to
draw the kind attention of the Hon’ble Sir to the following
submissions as follows- 1-It is submitted before the Hon’ble Sir that
whether such crimes on the part of judicial members can be tolerated
in the name of independence of judiciary. Whether the modesty of women
has no value in this vast democracy of world. 2- It is submitted
before the Hon’ble Sir that whether investigations of such crimes
committed on the part of a judicial members can be delayed in the name
taking permission from the High court. In the mean time witnesses can
be pressurized by the perpetrators of crime. How the dignity of a
woman will be safeguarded in this great democracy of the world. It
requires deep meditation as the subject matter concerned with the
vulnerable section of society and crime perpetrator is a judge so
creating many questions in the mind of law abiding citizens. 3-It is
submitted before the Hon’ble Sir that whether we are not secured in
the courts if not then what is difference between independent India
and non independent? This is humble request to you Hon’ble Sir to save
our country by establishing the rule of law. This is mockery of law of
land which may not be tolerated . For this your applicant shall ever

4-It is submitted before the Hon’ble Sir that whether betterment of
society can be expected if such judges will occupy accountable posts
in this vast democracy in the world. Whether the judge by attacking on
the dignity of women not lowered the dignity of the post of judge.
5-It is submitted before the Hon’ble Sir that whether fundamental
duties can be performed as prescribed under article 51 A of the
constitution of India  if concerned accountable functionaries will
adopt such lackadaisical approach on the submitted grievances of
public spirited people. Whether it is not right of citizenry to know
what is going on in the government machinery even when Right to
Information Act 2005 is enforced since decade.

आजमगढ़ की जिला अदालत में बुधवार को बयान दर्ज कराने आई एक युवती ने बयान
दर्ज करने वाले जज पर ही चैंबर के अंदर छेड़खानी का आरोप लगाया है। घटना
की खबर मिलते ही युवती के साथ आए परिजनों तथा वकीलों ने जज के चैंबर के
सामने हंगामा खड़ा कर दिया।

युवती ने घटना की लिखित शिकायत सीजेएम से की है। हंगामे और तनाव के
मद्देनजर अदालत परिसर में देर शाम तक फोर्स तैनात रही। देर रात खबर लिखे
जाने तक पुलिस ने घटना की रिपोर्ट दर्ज नहीं की थी।

थाना बिलरियागंज पुलिस अपहरण के बाद बरामद एक युवती को धारा 164 के तहत
बयान दर्ज कराने के लिए बुधवार को अदालत लाई थी। आरोप है कि जज ने अपने
चैंबर में लड़की से बातचीत के दौरान साथ आई महिला कांस्टेबल तथा परिजनों
को बाहर निकाल दिया।

थोड़ी देर बाद बदहवास हालत में भागती हुई युवती चैंबर से बाहर आई। युवती
ने महिला पुलिस और घरवालों को जज की करतूत की जानकारी दी। युवती ने बताया
कि जज ने उसे धमकी दी कि इस बारे में किसी को कुछ बताया तो जेल भेज
देंगे।

घटना की खबर फैलते ही साढ़े तीन बजे तक दीवानी कचहरी परिसर में हंगामा
शुरू हो गया। अधिवक्ताओं ने जज के विरुद्ध कार्रवाई की मांग करते हुए
प्रदर्शन किया।

हंगामे की सूचना मिलने पर अपर पुलिस अधीक्षक नगर विनोद, सीओ नगर केके
सरोज फोर्स के साथ कचहरी पहुंचे। इसी दौरान जज मौके से चले गए। पीड़ित
युवती के अधिवक्ता आनंद राय ने बताया कि जज की इस हरकत के कारण युवती का
बयान भी दर्ज नहीं हो सका।

25 अगस्त युवती का हुआ था अपहरण
जज पर छेड़खानी का आरोप लगाने वाली 19 वर्षीया युवती का अपहरण 25 अगस्त
को हुआ था। उसके पिता की शिकायत पर 26 अगस्त को रिपोर्ट दर्ज करने के बाद
बिलरियागंज पुलिस ने उसी दिन शाम को युवती को महराजगंज थाना क्षेत्र से
बरामद किया था।

इस दौरान चार आरोपी युवक भी गिरफ्तार किए गए थे। युवती को महिला
कांस्टेबल मिथिलेश राय के साथ बुधवार को कोर्ट में बयान कराने के लिए
भेजा गया था।

आजमगढ़ के एएसपी सिटी विनोद कुमार ने बताया क‌ि युवती के द्वारा लगाए गए
आरोप को कोर्ट ने संज्ञान में ले लिया है। कोर्ट के अगले आदेश आने तक
पीड़ित युवती को महिला सिपाही की अभिरक्षा में वापस थाने भेजा गया है।

    जज ने सीना छुआ और सलवार उतारने को कहा… गोंडा ज़िले मेंदो लड़कियों
    ने पुलिस में शिकायत दर्ज कराई है कि एक जज ने अपने चैंबर में उनके साथ
    छेड़छाड़ की.
    पीड़ित लड़कियों में से एक की उम्र तेरह साल है, और दूसरीकी इक्कीस साल.
    दोनों अलग-अलग परिवारों से हैं और दोनों के साथ यह घटना एक ही दिन पर अलग
    समय पर हुई. एक लड़की का आरोप है कि जज
    ने उससे शॉल हटाकर कपड़े उतारने को कहा, जिससे वह उसकीउम्र का पता लगा
    सके.
    लड़की ने अपने बयान में कहा है कि इसके बाद जज ने उसका सीना छुआ और सलवार
    उतारने को कहा. इस पर लड़की रोने लगीऔर कहा कि यह सब मुझसे नही होगा.
    दूसरी लड़की ने भी इसी तरह
    काबयान दिया है. उसका कहना है कि जज ने कपड़े न उतारने पर गलत बयान लिखने
    की धमकी भी दी. अतिरिक्त पुलिस महा
    निदेशक अरुण कुमार का कहना है कि चूँकि यहशिकायत जज के अपनी अदालत के
    कार्य से सम्बन्धित है. इसलिए पुलिस ने मुकदमा सीधे मुकदमा दर्ज करने के
    बजाय जिलाजज के अलावा हाईकोर्ट के रजिस्ट्रार जनरल को भी शिकायत भेज दी
    है.
    पता चला है कि गृह विभाग ने इलाहाबाद हाईकोर्ट के चीफ जस्टिस के कार्यालय
    को भी पूरी जानकारी भेज दी है और उनके रुख काइन्तजार किया जा रहा है.

  2. The order earlier passed by central information Commission is not complied by the registrar high court of judicature at Allahabad. The matter was concerned with noncompliance of order of court by erring bureaucrat and now matter is concerned with moral turpitude of judicial member.
