Whether central ministry may remain mute spectators of anarchy of state government in name of matter

Undoubtedly the matter is concerned with the state government i.e. Government of Uttar Prdesh but because of anarchy in the government of Uttar Pradesh and procrastination and lackadaisical approach of public authority UPPCL in regard to redress of grievance of aggrieved consumers ,your applicant sought your intervention as set norm is being openly floated by the concerned staff.

Grievance Description : Appeal of your applicant is not being considered by appropriate commission so still deprived from right to justice. Hon’ble Sir-Attached PDF documents , Arbitrary billing by Executive Engineer EDD II Mirzapur contains 27 pages documents. 1-10 pages Appeal under section 142 of electricity act 2003. 11-Letter of secretary of Uttar Pradesh Electricity regulatory authority. 12-Letter of Executive Engineer ,EDD II Mirzapur affirming your applicant that your connection is having sanctioned load of 1 Kilowat which was proved after enquiry. 13-15-Three pages proposed tariff  for LMV-1 for year 2015-16 it means whatever tariff was in financial year 2014-15 was less. 4-From page1 6 to 27 are electricity bills of various months. Hon’ble Sir –Please consider my complaint submitted under section 142 of electricity act 2003 and also take perusal of aforesaid documents thereafter pass appropriate order in accordance with the law which must be exemplary. Details : Reference to the above cited representation/petition. 2. As mentioned in the front page of the PG/CPGRAM Portal *** All grievances relating to State Governments / Union Territory Administrations and Government of NCT Region of Delhi, are to be redressed by the State/ UT/ NCT Government concerned. Citizens are advised to take up matter regarding pendency of their grievance directly with the State Government concerned. 3. Here, it is stated that the distribution of electricity in States/UTs is regulated by the concerned State Electricity Regulatory Commission of the concerned State Government as per the Electricity Act, 2003. Further, the subject matter relating to functioning of Power/Energy department or board or corporations and power distribution companies of States/UTs comes under the purview of concerned State Government/UT Admn.. As such, it is advised to approach the concerned State Govt./UT Admn or their Consumer Grievances Redressal Forum/Electricity Regulatory Commission directly in the matter.

Matter was raised before the uttar pradesh electricity regulatory commission but its secretary directed to get redress of the grievance by Consumer grievance redressal forum varanasi but Mirzapur do not come under the jurisdiction of CGRF varanasi so they advised to aggrieved to seek proper remedy. Government of uttar pradesh directed Managing director uttar pradesh power corporation limited but he did not care chief minister office.
