Subject-Because of rampant corruption in the system, public scheme is not reaching to needy.
MATTER is concerned with the demand of bribe Rs.500.00 per connection under central government sponsored Ujjwalaa scheme by the staffs of gas agency acting in caucus with the staffs of Indian Oil Corporation. Here this question arises that WHETHER this bribe being collected at large scale is limited to lower level or also reaching to upper hierarchy.
With great respect to revered Sir, your applicant invites the kind attention of the Hon’ble Sir to the following submissions as follows.
1-It is submitted before the Hon’ble Sir that please take a glance of attached document which explicitly manifesting the real face of prominent scheme sponsored by central government. In Village –Reewa ,Block-Jamaalpur ,District-Mirzapur,Uttar Pradesh ,number of beneficiaries selected of ujjawlaa scheme is 180 and concerned staffs of gas agency demanded Rs.500.00 per cylinder when the political masters claim to provide free gas connection under Ujjwalaa scheme.
2-It is submitted before the Hon’ble Sir that whether such public welfare schemes causing heavy burden on public exchequer indirectly fills up the pockets of concerned staffs of public authorities. If not, how concerned staffs of gas agency demanded Rs.500.00 per cylinder? Think about the gravity of situation that how public welfare schemes are being swallowed by giant of corruption?
3-It is submitted before the Hon’ble Sir that undoubtedly government staffs are drawing huge salary from public exchequer but having no contentment if indulging in such abhorrence unethical practice. Individually I have seen several instances when wrongdoers are caught red handed and reports are submitted to responsible public functionaries to take action but action is not taken against wrongdoers but first they procrastinate and finally no action is taken.
This is humble request of your applicant to you Hon’ble Sir that It can never be justified to overlook  the rights of citizenry by delivering services in arbitrary manner by floating all set up norms. This is sheer mismanagement which is encouraging wrongdoers to reap benefit of loopholes in system and depriving poor citizens from right to justice. Therefore it is need of hour to take concrete steps in order to curb grown anarchy in the system. For this your applicant shall ever pray you Hon’ble Sir.
                                          Yours  sincerely
